    Trump White House memo pauses funding for NGOs, DEI and Green New Deal

    The White House has reportedly issued a memo that broadly suspends federal grants, loans and other financial assistance programs for executive departments pending an assessment of the funding. 

    The Wall Street Journal first reported the memo, saying it was sent out by the Office of Management and Budget around 5 p.m. on Monday. 

    The memo, which takes effect Tuesday at 5 p.m., said agencies “must temporarily pause all activities related to obligation or disbursement of all Federal financial assistance, and other relevant agency activities that may be implicated by the executive orders, including, but not limited to, financial assistance for foreign aid, nongovernmental organizations, DEI, woke gender ideology, and the Green New Deal,” according to the Journal. 

    The memo reportedly said the federal government spent more than $3 trillion on federal assistance, including grants and loans, in the 2024 fiscal year and that the pause allows “time to review agency programs and determine the best uses of the funding for those programs consistent with the law and the President’s priorities.”

    Each agency must “complete a comprehensive analysis of all their Federal financial assistance programs to identify programs, projects and activities that may be implicated by any of the President’s executive orders,” the memo continued, according to the Journal, adding that the pause must be applied “to the extent permissible under applicable law.”

    Senate Minority Leader Chuck Schumer, D-N.Y., condemned the memo, telling the Journal that pausing the funding puts “billions upon billions of community grants and financial support that help millions of people across the country” at risk. 

    “It will mean missed payrolls and rent payments and everything in between: chaos for everything from universities to non-profit charities, state disaster assistance, local law enforcement, aid to the elderly, and food for those in need,” Schumer said, adding that Congress approved the funding for the federal assistance programs.

    The memo included a footnote that said Medicare, Social Security benefits and assistance provided directly to individuals were exempt from the pause, but its otherwise broad language caused confusion Monday night among some federal employees, as administrators requested advice from their internal counsel regarding which programs the pause applied to and how the departments should respond, one source told the Journal. 

    The memo included a Feb. 10 deadline for agencies to submit a thorough summary of all paused programs, projects and activities to the Office of Management and Budget.

    Colombia did an about-face at lightning-fast speed on accepting deportation flights in what President Donald Trump hailed as a victory for his “f— around and find out” [FAFO]-style of governing. 

    One of the first diplomatic spats of the new administration, Colombia’s stunt put on full display a souring of relations with what was until recently one of the U.S.’ strongest allies in Latin America. 

    But the U.S. strong-arming has already had reverberations across the globe: China announced it would be accepting its own nationals who unlawfully crossed into the U.S. and get deported under the new administration, faced with a campaign trail threat of up to 60% tariffs.

    After President Gustavo Petro refused two flights full of Colombian migrants deported from the U.S., Trump immediately wrote in a Truth Social post he was imposing 25% tariffs on all goods from Colombia, a travel ban on Colombian government officials and other steep financial sanctions. He said the tariffs would reach as high as 50% by next week. 

    At first, Petro retaliated with his own 25% tariffs on U.S. goods coming from Colombia.

    But amid intense political pressure from within his own government, the former Marxist guerrilla fighter acquiesced to all U.S. demands.

    After the debacle, Trump posted a celebratory AI-generated image of himself dressed as a mobster next to a sign that read “FAFO.”

    Experts say the Colombian leader was taken by surprise at the economic and diplomatic force by the U.S.

    “The Biden administration was doing very little to push back on some of the really disruptive actions by the Petro government… including on security cooperation and countering drug trafficking,” said Andres Martinez-Fernandez, Latin America analyst at the Heritage Foundation’s Allison Center. “The Biden White House was giving them carte blanche in terms of not pushing back. That’s important to note for why the Colombian government felt so bold.”

    “He was taking a shot, probably not expecting the U.S. to come down as hard as it did, when it did, because I imagine he wanted to draw this out,” said Joseph Humire, executive director at the Center for a Secure Free Society, a Washington, D.C.-based nonprofit. 

    “If Petro was left to his own devices, I think he would have gone through with it. I don’t think he cared about the Colombian economy.”

    “His own ministers, other sectors of the government, and obviously the private sector, probably pressured him a lot… and he relented.”

    Former President Joe Biden and former Vice President Kamala Harris had often urged migrants not to come to the U.S. – but illegal immigration figures remain stubbornly high. 

    “I can say quite clearly: Don’t come,” Biden told ABC in an interview in 2021. But he continued: “We’re in the process of getting set up. Don’t leave your town or city or community.”

    Harris told Guatemalans that same year: “I want to be clear to folks in this region who are thinking about making that dangerous trek to the United States-Mexico border: Do not come. Do not come.”

    But annual net migration – the number of people coming into the U.S. minus the number leaving – reached an all-time record average of 2.4 million population growth between 2021 and 2023. 

    Petro took on Trump over the weekend when he insisted he would not accept the return of migrants who were not treated with “dignity and respect” and who had arrived shackled or on military planes. 

    But after steep tariff threats “panicked” Colombia’s government and business leaders, the White House later announced Colombia had agreed to all U.S. conditions, including accepting migrants on military planes.

    Petro accepted 126 deportation flights last year, often with immigrants in shackles to prevent aviation emergencies, given that there are far more deportees than officers charged with accompanying them.

    “It’s not the first time this has happened, and I think that was complete BS on [Petro’s] part,” said Humire.  

    “It was a pretty, I would say, poorly conceived effort by the Colombians on this front, and for numerous reasons, but, but in particular, because the Colombian economy and society and its security apparatus, defense apparatus, they’re also deeply integrated with the U.S. and dependent on the U.S.,” said Martinez-Fernandez.

    Colombia is one of the top recipients of U.S. aid in the world due to a security partnership. Since 2000, Colombia has received more than $13 billion in foreign assistance from the U.S. Departments of Defense and State and from the U.S. Agency for International Development (USAID), largely focused on counternarcotics efforts, continued implementation of the government’s 2016 peace accord with the FARC rebel group, integration of Venezuelan migrants and refugees, and environmental programs.

    For years, Colombia had grown closer to the U.S., becoming a major non-NATO ally in 2022. But under Petro, relations between the two nations took a turn.

    Now, Colombia is intent on shrugging off U.S. influence and aligning itself with China, Russia and Iran, and deepening ties with Venezuela, which finds itself at odds with the U.S. under President Nicolas Maduro. 

    “Petro’s intent is clear: he is legitimizing the dictatorship in Venezuela and Cuba, taking Colombia into a different geopolitical orbit,” Humire said. 

    The spat caused a massive rift between Petro and his foreign minister, Luis Murillo, Colombian media outlets reported. Murillo, who’s reportedly been in contact with Trump special envoy Ric Grenell on the matter, spent the weekend phoning Republican U.S. lawmakers and plans to travel to the U.S. to smooth over relations with Colombia’s biggest trading partner. The U.S. accounts for 34% of Colombia’s total trade.

    Lee swiftly fired right back at him.

    Prominent private sector investments mount amid Trump’s return to the White House

    The return of President Donald Trump to the White House has raised hopes for a surge of investment in the U.S. economy, with several notable deals already announced in the lead up to Inauguration Day and since his second term began.

    The day after Trump began his second term, Trump was joined by OpenAI CEO Sam Altman, Oracle Executive Chairman and CTO Larry Ellison and Softbank CEO Masayoshi Son to announce a collaborative project known as Stargate that will focus on developing artificial intelligence (AI) infrastructure. Stargate will be financed with an initial tranche of $100 billion, which could rise to a total of $500 billion over the course of the project.

    Earlier this month, DAMAC – an investment and property development company based in Dubai, United Arab Emirates – announced an investment of at least $20 billion in data centers in the U.S. DAMAC founder and chairman Hussain Sajwani said the company has been “waiting for years” to increase its investments in the U.S. and added that it will expand its investment beyond that level if the market opportunity allows for it.

    Last month, Softbank’s Son held a press conference with Trump where they revealed a $100 billion investment in the U.S. that aims to create 100,000 jobs in AI and other emerging industries.

    During the announcement at Mar-a-Lago, Trump jokingly asked if Son would be willing to “make it $200 billion.” Son paused and replied, “I will try to make it happen,” which prompted Trump to say, “Alright, 200,” and left Son laughing as he called Trump “a great negotiator.” 

    The influx of investments in the tech sector comes amid the rapid rise of AI and other emerging technologies that will help to shape the world economy in the decades ahead.

    That momentum has advocates for pro-growth policies like the U.S. Chamber of Commerce, the nation’s largest business trade group, looking to capitalize with regulatory reforms to entice further investment.

    “It’s great to see companies looking to make strategic investments within the United States. We look forward to working with the administration to reduce regulatory burdens to spur further investments,” Jordan Crenshaw, senior vice president of the U.S. Chamber of Commerce’s Chamber Technology Engagement Center (CTEC), told FOX Business.

    Jason DeLorenzo, market strategist and founder of the Volland options dealer platform, told FOX Business in an interview that the publicly announced deals along with the visible presence of tech leaders like Google CEO Sundar Pichai, Meta CEO Mark Zuckerberg and Amazon founder Jeff Bezos at Trump’s inauguration show the contrast with Trump’s first term.

    “I think Trump himself said, in my first term everybody was fighting me, and now in my second term everybody wants to be friends with me,” DeLorenzo said. “All of a sudden people are trying to align with Trump as opposed to fight him.”

    “I do think that countries and businesses are recognizing that Trump has tapped into a sentiment in America that is now the majority sentiment. And in order to survive, I think a lot of these businesses and foreign sovereigns are paying more attention to him,” he explained.

    DeLorenzo noted that with the new deals focused on AI and emerging technologies, as well as tech leaders looking to build closer relationships with Trump than during his first term, he hopes it will precede similar investment announcements in other sectors of the economy as well.

     “I just hope that Trump takes a holistic view of the economy when trying to get these investments in America and not just on the tech side,” he said.

    Leaders across the globe reacted to President Donald Trump’s return to the White House on Monday, offering general good wishes and extending geopolitical olive branches.

    While Trump set the tone in his inaugural address and declared he would “put America first,” he also drew attention to specific areas like Mexico, Panama and China – sparking more questions over how new American policies under the 47th president of the United States could take shape.

    Neither the China, Mexico nor Panama governments responded to Fox News Digital’s questions following the remarks issued by Trump during his inaugural address, including when he vowed to “take back” the Panama Canal, which the U.S. fully handed over to Panama in 1999.

    “China is operating the Panama Canal. And we didn’t give it to China. We gave it to Panama,” the president said.  “And we’re taking it back.”

    Trump also vowed to rename the Gulf of Mexico to the Gulf of America, and pledged to reinstate his “Remain in Mexico” policies.

    Panama President José Raúl Mulino issued a statement rejecting Trump’s comments and said, “The Canal is and will continue to be Panama’s and its administration will continue to be under Panamanian control with respect to its permanent neutrality.”

    “There is no presence of any nation in the world that interferes with our administration,” he added, taking issue with Trump’s suggestion that the U.S. “gave” the canal to Panama.

    “Dialogue is always the way to clarify the points mentioned without undermining our right, total sovereignty and ownership of our Canal.,” Mulino said. 

    Reports suggested that Mexico rejected Trump’s plans to implement a “Remain in Mexico” policy and during a Monday morning conference, Juan Ramón de la Fuente, Mexico’s secretary for external relations, said, “If they reinstate it, this is something we don’t agree with. We have a different focus. We want to adjust it.” 

    “The desire is to keep the same policies as now,” he added.

    China does not appear to have commented publicly following Trump’s inaugural address, which was attended by Chinese Vice President Han Zheng.

    Russian President Vladimir Putin congratulated Trump on re-entering the White House and suggested he may be open to peace talks with Ukraine. 

    “We see the statements by the newly elected President of the United States and members of his team about the desire to restore direct contacts with Russia,” Putin said, according to a Reuters translation.

    “We also hear his statement about the need to do everything possible to prevent World War III,” he added. “We of course welcome this attitude and congratulate the elected President of the United States of America on taking office.”

    Ukrainian President Volodymyr Zelenskyy similarly issued his congratulations just ahead of the inauguration ceremony and said, “I congratulate President Trump and the American people on the inauguration of the 47th President of the United States. Today is a day of change and also a day of hope for the resolution of many problems, including global challenges.

    “President Trump is always decisive, and the peace through strength policy he announced provides an opportunity to strengthen American leadership and achieve a long-term and just peace, which is the top priority,” he added.

    NATO Secretary-General Mark Rutte offered his “warm congratulations” and in a post on X said, “With President Trump back in office we will turbo-charge defense spending and production.”

    European Union chief Ursula von der Leyen also took to X and said the international body “looks forward to working closely with you to tackle global challenges.”

    “Together, our societies can achieve greater prosperity and strengthen their common security,” she added. 

    While many nations in Europe, including Norway, Sweden, Finland, Italy, Germany and the United Kingdom, congratulated Trump, with several leaders pronouncing that the U.S. is their closest ally, other nations in Europe were less willing to issue pronounced congratulations.

    French President Emmanuel Macron issued a note of warning when giving a speech to the French military on Monday.

    Macron said the Trump presidency was an “opportunity for a European strategic wake-up call” and highlighted scenarios that some have feared could affect European security, like a lessening of U.S. military presence in Europe if Washington opts to shift focus toward security concerns in Asia instead.

    Just one day into the long-brokered cease-fire between Israel and Gaza, Israeli Prime Minister Benjamin Netanyahu posted a video message on X in which he congratulated Trump and said, “I believe that working together again we will raise the US-Israel alliance to even greater heights.”

    “The best days of our alliance are yet to come,” he added. 

    Hamas official Sami Abu Zuhri also commented on the inauguration of the 47th president, saying, “We are happy with the departure of Biden, who has the blood of Palestinians on his hand,” reported Reuters.  

    “We hope for the end of this dark era that harmed the U.S. before anyone and that Trump can build his policies on balanced foundations that can cut the road against Netanyahu’s evils that want to drown the region and the world,” he added.

    Chinese President Xi Jinping and Russian President Vladimir Putin on Tuesday pledged to “deepen strategic coordination” in a video call less than a day after President Donald Trump re-entered the White House.

    A transcript of the call posted to the Kremlin’s website showed that both Putin and Xi referred to one another as “friends” and vowed to back one another’s strategic interests, no matter the “current global situation.”

    “This year, I am ready, together with you, to elevate Chinese-Russian relations to a new level, to counter external uncertainties by preserving stability and resilience of Chinese-Russian relations,” Xi said while addressing Putin.

    The pair both vowed to back the U.N.-centered international system ahead of the 80th anniversary this year, and to defend the post-World War II global order – a nod to Putin’s pursuit to reclaim Ukraine in what many have argued is an attempt to re-establish the Soviet Union. 

    Xi also told Putin about a call he had with Trump on Friday regarding TikTok, trade and Taiwan, according to a report by Reuters.

    The Chinese and Russian leaders also reportedly “indicated a willingness to build relations with the United States on a mutually beneficial, mutually respectful basis,” Kremlin foreign policy aide Yuri Ushakov told reporters, adding this will happen “if the Trump team really shows interest in this.”

    “It was also noted from our side that we are ready for dialogue with the new U.S. administration on the Ukrainian conflict,” he added.

    Though according to Beijing, Moscow did directly address China’s interests in Taiwan and, according to the readout issued by the Chinese Communist Party, “Russia firmly supports Taiwan as an integral part of China’s territory and firmly opposes any form of ‘Taiwan independence.’”

    “I believe that the past year was very good for us,” Putin said. “It can be said confidently that our foreign policy ties and Russia and China’s joint efforts objectively play a major stabilizing role in international affairs.”
