    ‘Rampant’ abuse in blue state migrant shelter system, says former director: ‘Colossal mess’

    After being attacked by an immigrant rapist, Jon Fetherston, a former Massachusetts migrant shelter director, is blowing the whistle about the “rampant” abuse in the Massachusetts migrant shelter system, which he said is “just a big, colossal mess.”

    Fetherston, who served as the director of the Marlborough migrant shelter from 2023 to 2024, said that the amount of crime, domestic abuse and child neglect that takes place in the Massachusetts migrant shelter system is “mind-boggling.” In an interview with Fox News Digital, Fetherston revealed that he was grabbed and attacked by a Haitian immigrant after he was confronted about raping and impregnating his own teenage daughter.

    The Maine Wire first broke the story about the Haitian migrant, Ronald Joseph, 42, impregnating his then 13-year-old daughter. Joseph repeatedly raped and impregnated his daughter while staying at a government-funded migrant shelter at a Holiday Inn in Marlborough, Massachusetts.

    A report by the Massachusetts Executive Office of Housing and Livable Communities obtained by Fox News Digital says that after being informed he would lose access to his daughter, Joseph “got very agitated and started yelling” at Fetherston that “this was all his fault, and he was to blame.”

    Fetherston told Fox News Digital that as soon as Joseph heard he was losing custody of his daughter, he “reached across the table and grabbed me and got angry with me and started cursing and yelling and screaming and swinging at me because he realized what was happening.”

    “I’m going to be honest; the entire experience has shaken me to my core,” said Fetherston.

    He clarified that “it’s not so much the lunging at me and swinging” but rather the conversation that jarred him the most.

    “The conversation was probably the most jarring conversation I’ve ever had in my life,” he said. “His justification for having sex with his daughter was — and he did say it through an interpreter; he didn’t say it in English — that in his country — which his country of origin was Haiti — if a woman bled, meaning if she had her period, you could have sex with her and that was his justification for having sex with his daughter.”

    Rather than arresting Joseph immediately, Fetherston was directed by authorities to order the immigrant a Lyft ride to another shelter in Worcester County. Joseph was not arrested until eight months later when Marlborough police finally apprehended him earlier this month.

    “The Marlborough police came and calmed him down and actually had me transfer him to another shelter,” he explained. “I asked the Marlborough police like: ‘Why isn’t he being arrested? He admitted to this. At least why aren’t you just detaining him at the very least?’ And they’re like: ‘We’ll figure it all out.’ It took them eight months to figure it all out.”

    Though this case was particularly egregious, Fetherston said that “there is a lot of undocumented violence that goes on” and that rape, domestic violence, sex trafficking, drug dealing and other crimes are so commonplace in the Massachusetts shelter system that many incidents simply fall through the cracks.

    “I will tell you, unfortunately, that it happens a lot,” he said. “There were times when I was running the shelter that there probably should have been times when I should have done more reporting, you just didn’t have the time to do it.”

    “It’s just a big, colossal mess,” Fetherston added. “I’ve been in public service most of my adult life, either through elective office or volunteering. Never in my wildest dreams did I imagine the migrant shelters would be the chaos that it is… It’s a systematic problem, that there is chaos in these communities and the public has the right to know what is going on.”

    The former shelter director said that before quitting his job he brought his concerns about the widespread abuse to Gov. Maura Healey and Lt. Gov. Kim Driscoll — both Democrats — but neither gave him the time of day. Although Healey recently vowed to reform the shelter system and begin mandatory background checks on residents, Fetherston said there have yet to be any real changes.

    Despite promises of reform, the legislature renewed shelter funding at $425 million through June with no new changes.

    “People are frustrated from top to bottom,” he said. “The governor has spent over $3.5 billion just of the taxpayers’ money just on the migrant hotels [and]… just last week the Senate and House passed [a bill] to fund this migrant program until July of this year, zero reform, zero mandatory checks.”

    “The governor says that all this stuff is coming,” he concluded, “and ultimately, at the end, there was no reform put in the package. It was just the approval to fund the shelters through the end of July. So, there is no reform.”

    The Department of Government Efficiency (DOGE), led by Elon Musk, will soon have access to an Internal Revenue Service (IRS) system that contains sensitive taxpayer information, Fox News has learned.

    DOGE has requested access to the IRS Integrated Data Retrieval System, which allows IRS workers to view taxpayer accounts.

    Harrison Fields, the White House principal deputy press secretary, told Fox News in a statement that access to this system is necessary to identify fraud and fix the system.

    “Waste, fraud, and abuse have been deeply entrenched in our broken system for far too long,” Fields said. “It takes direct access to the system to identify and fix it. DOGE will continue to shine a light on the fraud they uncover as the American people deserve to know what their government has been spending their hard-earned tax dollars on.”

    The IRS website states that the system allows workers “to have instantaneous visual access to certain taxpayer accounts.” Other functions of the system include “researching account information and requesting returns,” entering transactions and collection information, and “automatically generating notices, collection documents and other outputs.”

    Musk is leading DOGE to aggressively slash government waste when it comes to federal spending under President Donald Trump. It was created via executive order and is a temporary organization within the White House that will spend 18 months carrying out its mission.

    The group has faced criticism over its access to federal systems, including the Treasury Department’s payment system, as well as moves to cancel federal contracts and make cuts at various agencies. Attorneys general from 14 states are suing to block DOGE from accessing federal data, arguing Musk and Trump’s administration have engaged in illegal executive overreach.

    The newly formed cost-cutting agency scored a win on Friday when a federal judge in Washington declined a request to temporarily block it from accessing sensitive data from the Departments of Labor, Health and Human Services and the Consumer Financial Protection Bureau.

    SpaceX workers will visit the Air Traffic Control System Command Center on Monday, Transportation Secretary Sean Duffy noted in a Sunday post on X, in which he also mentioned former Secretary of State Hillary Clinton, with whom he recently engaged in a social media spat.

    “America deserves safe, state-of-the-art air travel, and President Trump has ordered that I deliver a new, world-class air traffic control system that will be the envy of the world,” Duffy declared, noting that he’d welcome assistance from American developers or businesses.

    “To do that, I need advice from the brightest minds in America. I’m asking for help from any high-tech American developer or company that is willing to give back to our country.

    “Tomorrow, members of @elonmusk’s SpaceX team will be visiting the Air Traffic Control System Command Center in VA to get a firsthand look at the current system, learn what air traffic controllers like and dislike about their current tools, and envision how we can make a new, better, modern and safer system.”

    He then brought up Clinton.

    “Because I know the media (and Hillary Clinton) will claim Elon’s team is getting special access, let me make clear that the @FAANews regularly gives tours of the command center to both media and companies.”

    In the post on Sunday, Duffy also said that he will visit the FAA Academy this week.

    “The safety of air travel is a non-partisan matter. SpaceX engineers will help make air travel safer,” Musk wrote in response to Duffy’s tweet.

    Earlier this month, Clinton and Duffy engaged in a back and forth on X after Duffy noted that the DOGE team would help upgrade the aviation system.

    A federal judge on Friday extended a temporary order that blocks Elon Musk’s Department of Government Efficiency (DOGE) team from accessing payment systems within the Treasury Department. 

    The extension comes after 19 state attorneys general filed a lawsuit against the Trump administration over DOGE’s access to the payment system, which has information about Americans’ Social Security, Medicare and veterans’ benefits, tax refund information, and much more. 

    The lawsuit claims the Musk-run agency illegally accessed the Treasury Department’s central payment system at the Trump administration’s behest.

    U.S. District Judge Jeannette Vargas in Manhattan on Friday said that she wasn’t going to issue a ruling yet on the attorneys general request for a longer preliminary injunction, leaving the temporary order issued last Saturday in place.

    Treasury Secretary Scott Bessent told FOX Business last week that the concerns about DOGE’s access to the Treasury Department are not valid. 

    “DOGE is not going to fail,” he said. “They are moving a lot of people’s cheese here in the capital, and when you hear this squawking, then some status quo interest is not happy.”

    He continued, “At the Treasury, our payment system is not being touched. We process 1.3 billion payments a year. There is a study being done — can we have more accountability, more accuracy, more traceability that the money is going where it is? But, in terms of payments being stopped, that is happening upstream at the department level.”

    The newly-created DOGE aims to cut government waste and has been given access to more than a dozen government agencies, including the U.S. Agency for International Development (USAID), the Department of Education and the Department of Labor.

    Marko Elez — who before resigning from the Treasury Department had been a member of Treasury’s Department of Government Efficiency’s (DOGE) team — was “mistakenly” given “read/write permissions” on the Secure Payment System rather than “read-only,” Joseph Gioeli III of the Bureau of the Fiscal Service declared in a court filing.

    The filing is connected to a case in which President Donald Trump and Treasury Secretary Scott Bessent were slapped with restrictions regarding who they can grant access to Treasury Department systems that hold “personally identifiable information and/or confidential financial information of payees[.]”

    “On the morning of February 6, it was discovered that Mr. Elez’s database access to SPS on February 5 had mistakenly been configured with read/write permissions instead of read-only. A forensic investigation was immediately initiated by database administrators to review all activities performed on that server and database,” Gioeli noted in his filing.

    But he explained that the issue was quickly addressed after it was uncovered.

    “His access was promptly corrected to read-only, and he did not log into the system again after his initial virtual over-the shoulder session on February 5,” Gioeli noted.

    “To the best of our knowledge, Mr. Elez never knew of the fact that he briefly had read/write permissions for the SPS database, and never took any action to exercise the ‘write’ privileges in order to modify anything within the SPS database – indeed, he never logged in during the time that he had read/write privileges, other than during the virtual walk-through – and forensic analysis is currently underway to confirm this.”

    Fox News Digital reached out on Wednesday to the Treasury Department, the White House, a DOGE spokesperson and the U.S. Digital Service — which Trump, in an executive order, declared to be “publicly renamed as the United States DOGE Service” — but did not receive any responses in time for publication.

    Thomas H. Krause, Jr. indicated in a court filing that he is “employed as the Senior Advisor for Technology and Modernization at the Department of the Treasury,” and that the post “is currently unpaid,” but that he is “not seeking compensation” for the job.

    “I am also designated as a Special Government Employee (SGE),” Krause wrote, noting that “the Treasury Secretary delegated the performance of duties of the Fiscal Assistant Secretary to me, although I have not yet assumed those duties.”

    Krause said that he is currently “the only Treasury DOGE team member,” and that he is not a U.S. DOGE Service employee. 

    “Although I coordinate with officials at USDS/DOGE, provide them with regular updates on the team’s progress, and receive high-level policy direction from them, I am not an employee of USDS/DOGE,” Krause noted. 

    “A second Treasury DOGE team member, Marko Elez, began working at the Treasury Department on Jan. 21, 2025, but resigned from his role on February 6, 2025,” Krause indicated. “Marko Elez is a highly qualified software engineer who previously worked at several of Elon Musk’s companies, including SpaceX and X (formerly Twitter).”

    Trump tasked business tycoon Elon Musk with spearheading the DOGE effort, which aims to root out government waste, fraud, and abuse.

    “As noted in the Gioeli Declaration, I understand from BFS that there was briefly an error that provided Mr. Elez read/write access to the SPS system, but that Mr. Elez did not access that system during that time, and was likely unaware that he had any such read/write access,” Krause stated in a footnote of his filing.

    The Wall Street Journal reported that Elez was tied to a deleted social media account that made racist remarks, such as “You could not pay me to marry outside of my ethnicity,” and “Normalize Indian hate.”

    But after Elez’s resignation, Vice President JD Vance advocated for reinstatement, noting in a post on X that he did not “think stupid social media activity should ruin a kid’s life.”

    Musk responded, “He will be brought back. To err is human, to forgive divine.”

    President Donald Trump “100 percent” disagrees with a federal judge’s ruling on Saturday that bars the Department of Government Efficiency from accessing the Treasury Department, he said during an exclusive interview with Fox News’ Bret Baier. 

    “Nineteen states attorneys general filed a lawsuit, and early Saturday a judge agreed with them to restrict Elon Musk and his government efficiency team, DOGE, from accessing Treasury Department payment and data systems. They said there was a risk of ‘irreparable harm.’ What do you make of that? And does that slow you down and what you want to do?” Baier asked Trump in the interview clip. 

    “No, I disagree with it 100%. I think it’s crazy. And we have to solve the efficiency problem. We have to solve the fraud, waste, abuse, all the things that have gone into the government. You take a look at the USAID, the kind of fraud in there,” Trump responded. 

    U.S. District Judge for the Southern District of New York Paul Engelmayer, an appointee of former President Barack Obama, issued a temporary restraining order Saturday that sided with 19 Democratic state attorneys general who claimed that giving DOGE “full access” to the Treasury’s payment systems violates the law. The lawsuit was spearheaded by New York Attorney General Letitia James.

    The judge’s sweeping order, issued Saturday, bars DOGE from accessing the Treasury system until at least Feb. 14, when Engelmayer scheduled a hearing to revisit the matter. 

    The language of the order specifically bars “political appointees, special government employees, and any government employee detailed from an agency outside the Treasury Department access to Treasury Department payment systems or any other data maintained by the Treasury Department containing personally identifiable information.” Trump, Secretary Scott Bessent and the U.S. Treasury are named as defendants in the case.

    Musk, Vice President JD Vance and other conservatives aligned with Trump have slammed the order. 

    “If a judge tried to tell a general how to conduct a military operation, that would be illegal. If a judge tried to command the attorney general in how to use her discretion as a prosecutor, that’s also illegal. Judges aren’t allowed to control the executive’s legitimate power,” Vance posted to X on Sunday of the order.

    Trump spoke with Baier in an exclusive interview with Fox News ahead of the Super Bowl, which Trump will attend. The pair discussed the president’s long love of sports and football, as well as politics and DOGE. 

    “We’re talking about hundreds of millions of dollars of money that’s going to places where it shouldn’t be going,” Trump said when asked about what DOGE has found while auditing federal agencies in search of government overspending, fraud and corruption.

    “Where if I read a list, you’d say, this is ridiculous, and you’ve read the same list and there are many that you haven’t even seen, it’s crazy. It’s a big scam. So, I don’t know if it’s kickbacks or what’s going on, but the people. Look, I ran on this, and the people want me to find it. And I’ve had a great help with Elon Musk, who’s been terrific,” he continued.

    Baier also asked Trump about his recent comments about Canada becoming the U.S.’ 51st state and Canadian Prime Minister Justin Trudeay saying last week that Trump’s desire to acquire the nation is a “a real thing.”

    “Yeah, it is,” Trump said when asked about Trudeau’s remark. “I think Canada would be much better off being a 51st state because we lose $200 billion a year with Canada, and I’m not going to let that happen.     A federal judge on Friday temporarily blocked the Department of Government Efficiency (DOGE) from obtaining access to certain Treasury Department payment records.

    Treasury officials “will not provide access to any payment record or payment system of records maintained within the [Treasury] Bureau of Fiscal Service,” Judge Colleen Kollar-Kotelly wrote in a temporary restraining order.

    Tech billionaire Elon Musk ripped alleged “fraudulent” Treasury payments on Saturday as reports circulated that the Department of Government Efficiency has gained acces to the federal government’s payment system as the second Trump administration continues cutting what they say is government fat and overspending. 

    “The @DOGE team discovered, among other things, that payment approval officers at Treasury were instructed always to approve payments, even to known fraudulent or terrorist groups. They literally never denied a payment in their entire career. Not even once,” Musk, the chair of DOGE, posted early Saturday morning to X. 

    Musk’s post came just ahead of the New York Times reporting Saturday afternoon that Treasury Secretary Scott Bessent granted DOGE personnel access to the payment system. The Treasury spends roughly $6 trillion per year on payments for federal agencies. 

    The ranking Democrat on the Senate Finance Committee, Oregon Sen. Ron Wyden, posted to social media on Saturday that he has also been informed that DOGE was granted access to the system.

    “Sources tell my office that Treasury Secretary Bessent has granted DOGE *full* access to this system. Social Security and Medicare benefits, grants, payments to government contractors, including those that compete directly with Musk’s own companies. All of it,” Wyden posted to social media site BlueSky on Saturday evening. 

    DOGE’s reported access to the payment system comes after the Washington Post reported on Friday that the former acting director of the Treasury, David A. Lebryk, was planning to exit the finance department of the federal government following a clash over granting DOGE access to its payment system. Lebryk oversaw the Treasury Department in the days between President Donald Trump’s inauguration on Jan. 20 and Bessent’s confirmation to lead the department on Jan. 27.

    On Friday, reports also spread that civil servants within the Office of Personnel Management, which works as the federal government’s HR department, were reportedly locked from the office’s computer systems by DOGE. 

    Musk quipped on X on Saturday that working over the weekend is a “superpower,” where the “opposing team” disappear for two days. 

    “Very few in the bureaucracy actually work the weekend, so it’s like the opposing team just leaves the field for 2 days! Working the weekend is a superpower,” he posted.

    Trump officially created DOGE via an executive order signed on his first day in office. The EO outlines that government agency chiefs provide DOGE with access to internal government platforms such as, “software systems, and IT systems.”

    “Agency Heads shall take all necessary steps, in coordination with the USDS Administrator and to the maximum extent consistent with law, to ensure USDS has full and prompt access to all unclassified agency records, software systems, and IT systems.  USDS shall adhere to rigorous data protection standards,” the executive order reads.

    Trump and Musk had long previewed the creation of DOGE while on the campaign trail, championing that the team would weed out overspending and fraud within the federal government. DOGE is not a government department, but instead operates as a team within the Trump administration. 

    Before Trump’s win in November, Musk hosted the Republican president for an interview on X in August, where Musk railed against government overspending and inflation that has gripped the nation in recent years.

    “A lot of people just don’t understand where inflation comes from. Inflation comes from government overspending because the checks never bounce when it’s written by the government. So if the government spends far more than it brings in, that increases the money supply. If the money supply increases faster than the rate of goods and services, that’s inflation,” Musk said during their conversation.

    “So really we need to reduce our government spending, and we need to re-examine… I think we need a government efficiency commission to say like, ‘Hey, where are we spending money that’s sensible. Where is it not sensible?’”

    Since its official creation last month, DOGE’s X account has provided updates on its work to cut government spending, including announcing last week that it has cut more than $1 billion from federal spending through now-defunct diversity, equity and inclusion initiatives and personnel.

    President Donald Trump said that the construction of an Iron Dome-like shield for the U.S. is a top priority for him on Monday, calling for “immediate” work to be done on the project before signing an executive order.

    Trump made the remarks at a Republican dinner in Florida on Monday, while commending his recently-confirmed Secretary of Defense Pete Hegseth. After landing at Joint Base Andrews that night, he confirmed that he signed an executive order regarding the Iron Dome on the plane.

    “Pete Hegseth, who’s going to be great, by the way… I think he’s going to be fantastic,” Trump said at the event. “I know him very well. I think he’s going to be fantastic.”

    “He’s what we need, to immediately begin the construction of a state-of-the-art Iron Dome missile defense shield, which will be able to protect Americans.”

    The president added that Americans “protect other countries, but we don’t protect ourselves.” Trump also referenced that President Ronald Reagan was interested in the system during the Cold War, but Americans “didn’t have the technology.”

    “And now we have phenomenal technology. You see that with Israel,” Trump continued. “So I think the United States is entitled to that. And everything will be made right here in the USA 100%.”

    “We’re going next to ensure that we have the most lethal fighting force in the world.”

    On Monday, the State Department said that a future Iron Dome is one of Hegseth’s many priorities.

    “Other areas the secretary will study include reinstating troops that were pushed out because of COVID-19 vaccination mandates and developing an Iron Dome anti-missile system for the United States,” the statement read.

    This wasn’t Trump’s first mention of an Iron Dome for the U.S. At the Commander-In-Chief inaugural ball on Jan. 20., Trump said that the project was on his radar.

    “We’re also doing the Iron Dome all made in America,” Trump said. “We’re going to have a nice Iron Dome.”

    The Republican leader also referenced the plan on the campaign trail in 2024.

    “By next term we will build a great Iron Dome over our country,” Trump said during a West Palm Beach event on June 14. “We deserve a dome…it’s a missile defense shield, and it’ll all be made in America.”
