    Panthers to sign Andy Dalton to two-year contract

    Andy Dalton is reportedly staying with the Carolina Panthers. 

    Dalton, 37, signed a two-year, $8 million contract Tuesday that includes $6 million of guaranteed money and is worth up to $10 million, per ESPN.

    The three-time Pro Bowler has spent the last two seasons in Carolina as Bryce Young’s backup and reportedly will continue to serve in that role.

    When Young was benched after Week 2, Dalton came in and threw for 319 yards and three touchdowns to beat the Las Vegas Raiders. 

    After that, he lost his next four starts, and then, after being involved in a car crash, Dalton was replaced by Young, who remained the starter for the rest of the year. 

    In six games last season, he completed 66.3% of his passes for 989 yards while throwing seven touchdowns to six interceptions.

    Dalton spent nine seasons with the Cincinnati Bengals, making three Pro Bowls. 

    After leaving Cincinnati, Dalton spent one season each with the Dallas Cowboys, Chicago Bears and New Orleans Saints before signing with the Panthers prior to the 2023 season. 

    In his 14-year career, Dalton is 84-82-2 and has thrown for 39,500 yards with 253 touchdowns and 150 interceptions.

    Ideally for the Panthers, Dalton won’t see the field over the next two years if Young continues the strides he made toward the end of the season and stays healthy. 

    After being benched, Young returned and looked much better, giving the Panthers hope he can be the team’s franchise quarterback after being selected with the No. 1 overall pick of the 2023 NFL Draft. 

    Young’s best performance of the season was his last one, when he threw for 251 yards and three touchdowns while completing nearly 74% of his passes in a 44-38 win over the Atlanta Falcons.

    White House rips Zelenskyy’s ‘short-sighted’ refusal to sign US minerals deal

    A senior White House official reportedly criticized Ukrainian President Volodymyr Zelenskyy’s decision not to sign a proposed agreement to give the United States access to Ukraine’s rare earth minerals. 

    “President Zelenskyy is being short-sighted about the excellent opportunity the Trump administration has presented to Ukraine,” White House National Security Council spokesman Brian Hughes told the Associated Press. 

    Hughes said a minerals deal would allow American taxpayers to “recoup” some of the billions in U.S. aid sent to Kyiv during the Biden administration, while growing Ukraine’s economy. The White House believes “binding economic ties with the United States will be the best guarantee against future aggression and an integral part of lasting peace,” the National Security Council spokesman said, adding: “The U.S. recognizes this, the Russians recognize this, and the Ukrainians must recognize this.”

    Hughes did not explicitly confirm the proposal, which the AP reported was a key part of Zelenskyy’s talks with U.S. Vice President JD Vance on the sidelines of the Munich Security Conference on Friday.

    One current and one former senior Ukrainian official familiar with the talks told the AP that the offer did not include any specific security guarantees in return for rare earth mineral access. 

    The proposal focused on how the U.S. could use Kyiv’s rare earth minerals “as compensation” for support already given to Ukraine by the Biden administration and as payment for future aid, the current and former senior Ukrainian officials said, speaking anonymously to the AP. Zelenskyy said he directed his ministers not to sign off on the proposed agreement because the document was too focused on U.S. interests.

    “I didn’t let the ministers sign a relevant agreement because in my view it is not ready to protect us, our interest,” Zelenskyy told the AP on Saturday in Munich. 

    Ukraine has vast reserves of critical minerals that are used in the aerospace, defense and nuclear industries. The Trump administration has indicated it is interested in accessing them to reduce dependence on China.

    Zelenskyy reportedly said he considered it “very important the connection between some kind of security guarantees and some kind of investment” in order to deter another Russian invasion.  

    The document was reportedly given to Ukrainian officials on Wednesday by U.S. Treasury Secretary Scott Bessent on a visit to Kyiv.

    “It’s a colonial agreement and Zelenskyy cannot sign it,” the former Ukrainian senior official told the AP.

    U.S. National Security Advisor Michael Waltz on Sunday rejected the notion that European allies are not being consulted on negotiations to end the war in Ukraine, as the Trump administration is reportedly to begin talks with Russian counterparts in Saudi Arabia this week. In turn, French President Emmanuel Macron said he would convene an emergency meeting between the main European powers in Paris on Monday to discuss the Russia-Ukraine conflict. 

    Walz told “Fox News Sunday” that Vance, Bessent and Secretary of State Marco Rubio stressed in talks with Zelenskyy the importance of “entering into a partnership with the United States,” and being “co-invested with President Trump, with the American people going forward.” 

    “The American people deserve to be recouped, deserve to have some type of payback for the billions they have invested in this war,” Waltz said. “I can’t think of anything that would make the American people more comfortable with future investments than if we were able to be in a partnership and have the American people made whole. And I’ll point out that much of the European aid is actually in the form of a loan. That is repaid. It’s repaid with interest on Russian assets. So President Trump is rethinking the entire dynamic here. That has some people uncomfortable, but I think Zelenskyy would be very wise to enter into this agreement with the United States. There’s no better way to secure them going forward, and further, there was a question of whether Putin would come to the table. He has now done so under President Trump’s leadership, and we’re going to continue those talks in the coming weeks at President Trump’s direction.”

    U.S. officials in discussions with their Ukrainian counterparts in Munich were commercially minded and largely concentrated on the specifics of exploring the minerals and how to form a possible partnership to do that with Ukraine, the senior official said. The potential value of the deposits in Ukraine has not yet been discussed, with much unexplored or close to the front line. The U.S. proposal apparently did not take into account how the deposits would be secured if the war continued.

    TREASURY SECRETARY BESSENT OFFERS ZELENSKYY AN ECONOMIC INVESTMENT DEAL

    Zelenskyy and Vance did not discuss the details of the U.S. document during their meeting Friday at the Munich conference, the senior official said. 

    That meeting was “very good” and “substantive,” with Vance making it clear his and Trump’s main goal was to achieve a durable, lasting peace, the senior official said. Zelenskyy told Vance that real peace requires Ukraine to be in a “strong position” when starting negotiations, stressing that the U.S. negotiators should come to Ukraine, and that the U.S., Ukraine and Europe must be at the negotiating table for talks with Russia.

    Gen. Keith Kellogg, Trump’s special envoy for Ukraine and Russia, all but cut Europeans out of any Ukraine-Russia talks, despite Zelenskyy’s request.

    “You can have the Ukrainians, the Russians, and clearly the Americans at the table talking,” Kellogg said at an event hosted by a Ukrainian tycoon at the Munich conference. Pressed on whether that meant Europeans won’t be included, he said: “I’m a school of realism. I think that’s not going to happen.”

    Ukraine is now preparing a “counterproposal” which will be delivered to the U.S. in “the near future,” the official said.

    “I think it’s important that the vice president understood me that if we want to sign something, we have to understand that it will work,” Zelenskyy told the AP.

    That means, he said, “it will bring money and security.”

    NFL legend Brett Favre talked Wednesday about why he thought it was important to speak out and defend President Donald Trump’s executive order barring biological men from women’s sports.

    Trump signed the order in the East Room of the White House last week. The NCAA followed suit and complied with the order. Some states have bucked the order and have since faced Title IX investigation from Trump’s Education Department.

    Favre said in a video posted on Wednesday that his daughters would sometimes tell him to rethink posting some of the things he does on X. He said there was some good in that, but he found value in standing up for what he believes in.

    “I think there’s some good in that in being quiet. But also, there’s some element of standing up for what you believe in,” Favre said. “And it’s crazy because most of it is common sense and to think we’re having a discussion that our president has to sign (an executive order) to keep men out of women’s sports is absolutely insane.

    “But that’s the world we’re in right now. We bought ourselves some time in the next four years. We’ll see how that plays out. But the common sense part of our country and the decisions that are being made, right now, are becoming more stable and back to the norm. I feel like the more we speak up and back common sense thinking, the better off we’re gonna be.”

    The NCAA announced a policy change a day later. “A student-athlete assigned male at birth may not compete on a women’s team,” the new policy read. The new policy still allows biological females to compete on men’s teams.

    Trump to sign order instructing DOGE to massively cut federal workforce

    President Donald Trump is expected to sign an executive order Tuesday instructing the Department of Government Efficiency (DOGE) to coordinate with federal agencies and execute massive cuts in federal government staffing numbers.  

    The order will instruct DOGE and federal agencies to work together to “significantly” shrink the size of the federal government and limit hiring new employees, according to a White House fact sheet on the order. Specifically, agencies must not hire more than one employee for every four that leave their federal post. 

    Agencies will also be instructed to “undertake plans for large-scale reductions in force” and evaluate ways to eliminate or combine agency functions that aren’t legally required.

    DOGE Chair Elon Musk, the CEO of SpaceX and Tesla, told reporters Tuesday in the Oval Office that the American people voted for “major” government reform and that the Trump administration would deliver. 

    Trump voiced similar sentiments about providing voters what they wanted – to tackle “all of this “horrible stuff going on” – and told reporters that he hoped the court system would cooperate. 

    “I hope that the court system is going to allow us to do what we have to do,” Trump said, who also said he would always abide by a court’s ruling but will be prepared to appeal.

    The order builds on another directive Trump signed after his inauguration implementing a federal hiring freeze, as well as an initiative from the U.S. Office of Personnel Management (OPM) offering more than 2 million federal civilian employees buyouts if they leave their jobs or return to work in-person. A federal judge has temporarily blocked the administration’s plan from advancing amid challenges from union groups. 

    Trump’s executive order aligns with DOGE’s “workforce optimization initiative” and would impose restrictions to hire only for “essential positions” as agencies brace for significant cuts to their workforce, according to the White House fact sheet.

    The executive order will leave just a few areas of the federal government unscathed, including positions affiliated with law enforcement, national security and immigration enforcement. 

    DOGE is focused on eliminating wasteful government spending and streamlining efficiency and operations, and it is expected to influence White House policy on budget matters. The group has been tasked with cutting $2 trillion from the federal government budget through efforts to slash spending, government programs and the federal workforce.

    The White House said on Feb. 4 that it predicted a “spike” in resignations close to the original Feb. 6 deadline for the buyout offer, which would allow employees to retain all pay and benefits and be exempt from in-person work until Sep. 30.

    “The number of deferred resignations is rapidly growing, and we’re expecting the largest spike 24 to 48 hours before the deadline,” a White House official told Fox News Digital on Feb. 4.

    So far, approximately 65,000 federal employees have accepted the buyout offer, but a federal judge has issued a pause on the deadline for when employees must submit their resignations. 

    U.S. District Judge George O’Toole indefinitely extended a temporary restraining order Monday, pausing the deadline as he evaluates a preliminary injunction request stemming from cases against the buyout program filed by union groups including the American Federation of Government Employees.

    When asked about the buyout, Trump said that there are empty office spaces and that his administration is attempting to reduce the size of government. 

    “We have too many people. We have office spaces occupied by 4% — nobody showing up to work because they were told not to,” Trump said. 

    DOGE has moved to slash other areas of the federal government as well. 

    Other recent initiatives by DOGE have included launching an effort to shutter the U.S. Agency for International Development, a group that works to deliver aid to impoverished countries and development assistance. 

    The group has come under scrutiny from DOGE amid concerns about wasteful government spending and poor leadership, as well as questionable funding, including an Iraqi version of “Sesame Street” and reportedly providing millions of dollars in funding to extremist groups tied to designated terrorist organizations and their allies. 

    “It’s been run by a bunch of radical lunatics, and we’re getting them out,” Trump told reporters on Feb. 2.

    President Donald Trump is expected to sign an executive order establishing a White House Faith Office on Friday. 

    The new office will “empower faith-based entities, community organizations, and houses of worship to better serve families and communities,” according to a fact sheet obtained by Fox News. 

    The office will be housed under the Domestic Policy Council and will consult experts in the faith community on policy changes to “better align with American values.”

    The order will come one day after Trump signed an order to create a task force to identify “anti-Christian bias.”

    The White House said this “Task Force to End the War on Christians” will comprise members of the president’s Cabinet and key government agencies, and the order seeks to “end the anti-Christian weaponization of government.”

    Trump made fairness in women’s sports a major campaign issue on his way to winning the presidential election over former Vice President Kamala Harris in November. 

    At the beginning of January, a federal judge blocked the Biden administration’s attempt to redefine sex in Title IX as “gender identity.” Then, Trump’s Department of Education told K-12 schools and higher learning institutions that Title IX protections would be recognized on the basis of biological sex.

    Trump made clear in December he was going to end the “transgender lunacy.”

    “And we will keep men out of women’s sports,” he said in part at a convention in Arizona. “And that will, likewise, be done on Day 1. Should I do Day 1, Day 2 or Day 3? How about Day 1? Under the Trump administration, it will be the official policy of the United States government that there are only two genders — male and female. It doesn’t sound too complicated. Does it?”

    As he accepted the Republican nomination for president in July, he made his stance clear.

    “We will not have men playing in women’s sports, that will end immediately,” he said at the time.

    FIRST ON FOX: President Donald Trump is expected to sign a memo Friday to lift the collective bargaining agreements former President Joe Biden put into effect before leaving office, Fox News Digital has learned. 

    The president’s memo will direct federal agencies to reject last-minute collective bargaining agreements issued by the Biden administration, which White House officials said were designed to “constrain” the Trump administration from reforming the government.

    The memo prohibits agencies from making new collective bargaining agreements during the final 30 days of a president’s term. It also directs agency heads to disapprove any collective bargaining agreements that Biden put through during the final 30 days of his term. 

    The White House said collective bargaining agreements enacted before that time period will remain in effect while the Trump administration “negotiates a better deal for the American people.” 

    Biden’s Social Security Administration Commissioner Martin O’Malley in December 2024 came to an agreement with the American Federation of Government Employees guaranteeing that the agency’s 42,000 employees would not have to come into the office during the Trump administration.

    The White House told Fox News Digital that the new policy “ensures the American people get the policies they voted for, instead of being stuck with the wasteful and ineffective Biden policies rejected at the ballot box.”

    “The outgoing Biden administration negotiated lame-duck, multi-year collective bargaining agreements—during the week before the inauguration—in an attempt to tie the incoming Trump administration’s hands,” a White House fact sheet on the memo obtained by Fox News Digital states. 

    The White House pointed to the Biden administration’s Department of Education’s agreement that prohibited the return of remote employees and agreements for the Biden Small Business Administration and Federal Trade Commission.

    “These CBAs attempt to prevent President Trump from implementing his promises to the American people, such as returning Federal employees to the office to make government operate more efficiently,” the fact sheet states. “President Biden’s term of office ended on January 20th. Under this memorandum, he and future Presidents cannot govern agencies after leaving office by locking in last-minute CBAs.” 

    WHITE HOUSE OPM ORDERS ALL DEI OFFICES TO BEGIN CLOSING BY END OF DAY WEDNESDAY

    The president’s new memo also is aimed to ensure that federal government agencies operate under similar rules as private sector unions and employers. 

    The memo comes after the White House Office of Personnel Management (OPM) directed agency and department heads to notify employees by the new return to in-person work order. That order required employees to work full-time in the office unless excused due to disability or qualifying medical conditions. 

    TRUMP WILL FIGHT BIDEN REMOTE WORK DEAL; UNION VOWS TO FIGHT BACK

    And this week, OPM sent emails to the full federal workforce offering the option of resignation with full pay and benefits until Sept. 30 if they do not want to return to the office. Those workers have until Feb. 6 to decide. 

    The federal workers that did not get that option work as postal workers, military immigration officials, some national security officials, and any positions agencies decide to carve out.
