    Russell Vought confirmed to head government’s leading budget office after Dems hold 30-hour protest

    Despite Democratic tactics to delay the confirmation vote, the Senate confirmed Russell Vought to lead the Office of Management and Budget (OMB).

    Republicans backed Vought’s nomination, arguing he proved a qualified candidate for the role since he previously held the position during President Donald Trump’s first term. Democrats, however, raised multiple concerns about his nomination and said his views on the Impoundment Control Act, which reinforces that Congress holds the power of the purse, disqualified him from the role. 

    Democrats held a 30-hour-long protest against Vought’s nomination, delivering speeches in the middle of the night on Wednesday in an attempt to delay the confirmation vote. 

    The Senate, in a chaotic final floor vote on Thursday evening, voted to confirm Vought to lead the OMB.

    Democratic Senators repeatedly injected themselves during the confirmation vote, protesting the nomination until the last second.

    “No debate is permitted during a vote,” Republican Sen. Ashley Moody told the lawmakers.

    The Office of Management and Budget is responsible for developing and executing the president’s budget, as well as overseeing and coordinating legislative proposals and priorities aligned with the executive branch. 

    Vought appeared before the Senate Budget Committee and the Senate Homeland Security and Governmental Affairs Committee for confirmation hearings, where he defended statements asserting that the Impoundment Control Act is unconstitutional.

    The law, adopted in 1974, stipulates that Congress may oversee the executive branch’s withholdings of budget authority. But Vought encountered criticism from Democrats for freezing $214 million in military aid for Ukraine in 2019 — a decision that ultimately led to Trump’s first impeachment.

    Russell Vought also faced scrutiny for his views on social issues from Democrats, particularly given his ties to Project 2025 that the Heritage Foundation released in 2023. 

    “You’re quite comfortable assuming that the law doesn’t matter and that you’ll just treat the money for a program as a ceiling … rather than a required amount,” Senate Budget Committee ranking member Jeff Merkley, D-Ore., said Wednesday. “Well, the courts have found otherwise.” 

    In the 1975 Supreme Court ruling Train v. New York, the court determined the Environmental Protection Agency must use full funding included in the Federal Water Pollution Control Act Amendments of 1972, even though then-President Richard Nixon issued orders to not use all the funding. 

    Even so, Vought told lawmakers that Trump campaigned on the position that the Impoundment Control Act is unconstitutional — and that he agrees with that. 

    Vought’s statements on the issue left Sen. Richard Blumenthal, D-Conn., “astonished and aghast” during one confirmation hearing. 

    “I think our colleagues should be equally aghast, because this issue goes beyond Republican or Democrat,” Blumenthal said on Jan. 15. “It’s bigger than one administration or another. It’s whether the law of the land should prevail, or maybe it’s up for grabs, depending on what the president thinks.”

    Vought also faced questioning from Democrats on his views regarding abortion as an author of Project 2025, a political initiative conservative think tank The Heritage Foundation released in 2023 that called for policy changes that would implement a national ban on medication abortion.

    Other proposals included in Project 2025 include eliminating the Department of Education, cutting diversity, equity and inclusion programs, and reducing funding for Medicare and Medicaid. 

    “You have said that you don’t believe in exceptions for rape, for incest, or the life of the mother,” Sen. Patty Murray, D-Wash., said during a confirmation hearing on Wednesday. “Is that your position?”

    “Senator, my views are not important,” Vought said. “I’m here on behalf of the president.”

    Trump repeatedly has stated that he backs abortion in certain instances, and stated that “powerful exceptions” for abortion would remain in place under his administration.

    Key Trump ally to announce run against leading Republican in ‘next couple of months’

    Speaking to Republican Party members in Denton County Monday night, Texas Attorney General Ken Paxton, a longtime ally of President Donald Trump, listed several Republicans he plans to purge from the Texas GOP for being insufficiently conservative. 

    Among those on Paxton’s list was Texas’ senior U.S. Sen. John Cornyn, one of the most powerful members of the Senate GOP.

    The crowd erupted into loud applause as Paxton said, “The second thing we need to do, and I might play a role in this, is replace John Cornyn in the U.S. Senate.”

    The attorney general, who worked with the Trump team to file a lawsuit in December that successfully secured a court order stopping the Biden administration from continuing sales of border wall materials, has long hinted at a potential run to replace Cornyn.

    “I can’t think of a single thing he’s accomplished for our state or even for the country,” Paxton said in a September 2023 interview on the Fox News Channel. And pointing to a possible Senate run in 2026, Paxton said, “Somebody needs to step up and run against this guy,” adding, “everything’s on the table for me.”

    In an interview with Fox News Digital, Paxton gave more credence to the rumors, saying despite “loving what I’m doing … I’m looking potentially at the U.S. Senate.”

    He shared that he is in talks with groups in Texas about a possible 2026 Senate run and will likely decide in the “next couple of months.”

    Paxton claimed Cornyn does not represent the conservative values of Texans and accused him of not being an ally of Trump.

    He has also regularly labeled Cornyn a “RINO,” a “Republican in name only” and an insult MAGA and “America First” Republicans have regularly used to criticize more mainstream or establishment members of the GOP.

    Another source close to Paxton told Fox News Digital the attorney general “plans to spend the next few months meeting with voters, donors and grassroots activists across the state to gauge interest and decide how he can serve Texas best.”

    The attorney general has faced his own set of challenges. In 2022, he defeated a primary effort by former Texas Land Commissioner George P. Bush amid charges of bribery and corruption. In 2023, the Texas House of Representatives voted to impeach Paxton, but he was eventually acquitted of all charges by the state senate. 

    For his part, Cornyn, who has served in the Senate since 2002, has no intention of leaving the Senate. After serving in key GOP leadership positions, including chair of the National Republican Senatorial Committee, from 2009-2013, and Senate majority whip, from 2015-2019, he threw his hat in the ring to become the Senate majority leader in 2024, though he ultimately lost to South Dakota Sen. John Thune.

    Cornyn, meanwhile, has said he will “absolutely” run again in 2026.

    In recent months, he has also been a vocal supporter of Trump’s Cabinet picks and has slammed Democrats for delaying confirmations for key positions. In a speech on the Senate floor earlier this month, he said, “Our first and most urgent task is to confirm President Trump’s nominees for his Cabinet.”

    With both considered leading Republicans and both holding significant support, any potential primary race between the two in the Lone Star State promises to be a dramatic — perhaps messy — showdown.

    One of the primary questions that remains is whether the president would support his longtime ally Paxton or if he would, in the interest of preserving party unity, support a GOP establishment that has previously been criticized as “weak” and “ineffective.”

    “The big question is whether Trump would support Paxton over Cornyn in a primary challenge,” Matt Mackowiak, a veteran Republican strategist and communications consultant based in Texas and Washington, D.C., told Fox News Digital.

    “Cornyn’s never lost a race. Cornyn has a lot of support around the state. He’s traveled all corners of the state for a long time and is very well known and very well liked,” said Mackowiak. “We haven’t had a Republican senator lose a primary since Richard Lugar in 2004. 

    “As much as people sometimes think it’s doable, think it’s easy, think it’s inevitable, it really just doesn’t happen. But I’m not saying it can’t happen. I’m not saying that Paxton can’t win. I think he certainly has a decent chance.”

    Mackowiak added that if Paxton runs, it “would be a massive race with national consequences.”

    “You’d have national activists and money involved on both sides,” he said. “It could end up being one of the biggest primaries of the cycle and probably the most significant statewide primary in Texas since Dewhurst-Cruz [when former Texas Solicitor General Ted Cruz defeated Lt. Gov. David Dewhurst for the GOP Senate nomination in 2012 en route to winning his first U.S. Senate election] or it may not materialize at all. And I think it’s going to be several months before we know.”

    NBC News cuts 40 jobs, leading to rebuke by union

    NBC News conducted a round of layoffs on Thursday, leading to swift backlash from union staffers who say the action is illegal. 

    NBC Digital NewsGuild and The NewsGuild of New York strongly condemned management’s announcement Thursday, calling the move a clear disregard for workers’ rights, in a press release shared with Fox News Digital. Business Insider reported that NBC laid off about 40 employees, while creating about 12 new jobs that cut workers could apply for as the division makes a shift to growth areas.

    The union said laying off Guild-represented workers amidst negotiations for a first contract is illegal.

    “NBC News management has demonstrated a complete disregard for labor law and the demands of its unionized employees,” Carlin McCarthy, first vice chair of the NBC Guild and segment producer of NBC News NOW’s Top Story with Tom Llamas, told Fox News Digital. “We refuse to cower down to their callous and morally bankrupt behavior. We will fight for, and win, a fair contract.”

    The NBC Digital NewsGuild represents almost 300 reporters, editors, designers, video journalists, animators, social media strategists and editorial staff, who have been negotiating its first contract since the group unionized in 2019. Any changes to members’ working conditions during negotiations, including layoffs, must be bargained back and forth under federal labor law, the union argues. 

    “NBC News execs are living in a fantasy where federal law doesn’t apply to them and the newsroom just rolls over without a fight,” Tate James, documentary video editor and unit chair, said. “It’s time to wake up.”

    The NewsGuild of New York has filed unfair labor practice charges against NBC in regard to previous rounds of layoffs that occurred in 2023 and 2024, the press release states. The charges are still pending before the National Labor Relations Board.

    “We are evaluating all options and expect NBC management to bargain in good faith on these proposed layoffs as they are required by law,” Susan DeCarava, president of The NewsGuild of New York, said. 

    The NewsGuild of New York, Local 31003 of the Communications Workers of America, is a labor union representing nearly 6,000 media professionals and other employees at New York area news organizations, including The New York Times, The New Yorker, Thomson Reuters and ProPublica.

    CNN also announced plans to lay off 6% of its workforce this week. The long-awaited move eliminated 200 jobs as a result.
