    Los Angeles city leaders on Tuesday introduced legislation to protect immigrant communities amid unrest due to President Donald Trump’s crackdown on illegal immigrants. 

    Councilman Hugo Soto-Martinez introduced five proposals aimed at strengthening labor and immigration protections, which he said would address renewed threats of mass deportations, work-site raids and targeted enforcement actions, Fox Los Angeles reported. 

    “We are here today because, unfortunately, we have a president who wants to scapegoat and attack our immigrant neighbors,” Martinez said during a news conference outside City Hall alongside council members Eunisses Hernandez, Imelda Padilla and Ysabel Jurado and several immigrant rights, labor, legal and community groups. “And we are not going to take that lightly.

    “The legislation will make sure that we’re prepared and that we’re ready to fight back, which involves a comprehensive ‘know your rights’ campaign across the entire city so immigrants and employers understand their rights and don’t fall victim to ICE (U.S. Immigration and Customs Enforcement) intimidation.”

    The legislation will be heard by the council’s Civil Rights & Immigration Committee before a vote. 

    If approved, it would reaffirm the city’s commitment to protecting its migrant community from possible deportation. In November, the council and Mayor Karen Bass formally established Los Angeles as a so-called sanctuary city.

    The move by Soto-Martinez came after two days of protests during which demonstrators took over the 101 freeway and local streets to oppose Trump’s mass deportation plans of illegal immigrant criminals.

    FIRST ON FOX: Republicans in New York’s congressional delegation are up in arms over reports that state Democrat leaders are considering legislative routes to delay the special election to replace Rep. Elise Stefanik, R-N.Y.

    The six GOP lawmakers signaled they would seek intervention from the Department of Justice (DOJ) if the alleged legislative maneuver runs afoul of federal law.

    “Your clear attempt at playing political games to limit Republican numbers in the House of Representatives is overreaching, corrupt, and undemocratic,” reads a letter led by Reps. Mike Lawler and Nick Langworthy.

    “We demand you cease any and all such attempts to change this law, and in preparation of this conspiratory, corrupt act that clearly threatens the constitutional rights of American citizens, we will also be alerting the Department of Justice.”

    The letter was also signed by New York Republican Reps. Nicole Malliotakis, Nick LaLota, Andrew Garbarino and Claudia Tenney.

    Their pressure on New York’s Democrat leaders is backed by House Speaker Mike Johnson, R-La., who told “Fox & Friends” on Monday morning, “This is open political corruption by state officials in New York.”

    “They’re going to try to disenfranchise over 750,000 New Yorkers who live in that 21st District. It’s unconscionable,” he said.

    New York lawmakers in the state Senate and Assembly met last week to discuss a rules change that could keep Stefanik’s seat empty until at least June, according to the New York Post.

    Stefanik was tapped to be President Donald Trump’s U.S. ambassador to the United Nations and is expected to easily pass a Senate confirmation vote. She and National Security Advisor Mike Waltz’s departure from Congress leave the House with a razor-thin GOP majority, leaving no room for Republican dissent to pass any legislation without Democrat support.

    The letter noted that Stefanik could be confirmed “as early as this week,” which would leave residents of New York’s 21st Congressional District without representation in the House until the seat is filled.

    The deep-red district is almost certainly going to stay in Republican control, as is the case with Waltz’s former Florida seat.

    While Florida Gov. Ron DeSantis acted quickly to set special elections for April, New York Gov. Kathy Hochul has been silent.

    Under current state law, Hochul has 10 days after Stefanik’s resignation to call a special election within a further 70 to 80 days.

    But the rule change would reportedly consolidate the special elections date with the June primary race, allegedly in the name of saving resources and time.

    “Your claims that you’re doing this to be cost-effective or to promote equity are laughable and will do nothing more than leave every New Yorker in the 21st district with no representation in the House for additional months,” the GOP lawmakers wrote.

    “Your scheme to alter the schedule for the special election is a serious abuse of power that is more alike to election processes in authoritarian countries than anything we see in the United States.”

    They argued that any delay would run afoul of the Constitution’s clauses on filling House vacancies as well as Supreme Court precedent.

    “Any delay or postponement in calling a special election to fill a vacancy in the House of Representatives is not just undemocratic, but it is unconstitutional as well,” they wrote. “It would be reminiscent of other failed efforts regarding New York’s elections in recent years, such as the unconstitutional attempts to gerrymander New York’s congressional districts.”

    The letter also cited a 2009 New York State Court of Appeals ruling that special elections to fill a vacancy should occur in the “shortest space of time reasonably possible.”

    “The citizens of New York’s 21st Congressional District are constitutionally entitled to representation in the House and it is our hope that these reports have little basis in reality. If not, we strongly urge you to abandon this absurd, shameful scheme to deny representation for more than 750,000 New Yorkers and maintain current state election laws,” the lawmakers wrote.

    Fox News Digital reached out to Hochul’s office as well as the offices of New York State Assembly Speaker Carl Heastie and state Senate Majority Leader Andrea Stewart-Cousins.

    Canaian leaders vow to remove American alcohol from shelves

    Multiple Canadian provinces are planning to remove American-made alcohol from store shelves in response to sweeping tariffs imposed by President Donald Trump.

    On Saturday, Trump signed off on additional 25% tariffs on Canadian and Mexican imports, which goes into effect Tuesday, as well as a 10% tariff on Chinese goods. Energy resources from Canada will have a lower 10% tariff, according to the White House.

    In response, Nova Scotia Premier Tim Houston said the Nova Scotia Liquor Corporation will remove all U.S. alcohol from store shelves starting Tuesday, including beer, wine, spirits and coolers.

    In a statement, Ontario Premier Doug Ford said that he told the Liquor Control Board of Ontario to pull U.S. alcohol from stores starting Tuesday.

    “Every year, LCBO sells nearly $1 billion worth of American wine, beer, spirits and seltzers. Not anymore,” Ford said. “Starting Tuesday, we’re removing American products from LCBO shelves. As the only wholesaler of alcohol in the province, LCBO will also remove American products from its catalogue (sic) so other Ontario-based restaurants and retailers can’t order or restock U.S. products.”

    In an interview with Global News, British Columbia Premier David Eby said he directed the B.C. Liquor Distribution Branch to stop purchasing American liquor from Republican-led states.

    Manitoba Premier Wab Kinew called Trump’s tariffs “an attack on Canadians.”

    “We support the federal response to these tariffs and here in Manitoba, we’re stopping the sale of American products at Manitoba liquor marts,” he said. “How you choose to spend your money is one of the most important decisions you as a consumer can make. There are plenty of great Manitoba breweries and distilleries to support instead.” 

    Kinew directed the Manitoba Liquor and Lotteries (MBLL) to stop the sale of American products in the province and to pull American products off the shelves of liquor marts and stop ordering American alcohol.

    Quebec Premier François Legault said his province will fight the tariffs, the CBC reported. He said his government has asked the liquor board, the Société des alcools du Quebec (SAQ), to remove all American products from its shelves starting Tuesday.

    “Today, Mr. Trump has decided to attack us. We have to stand up, we have to fight to protect our economy, to protect our jobs,” Legault told reporters Saturday night, the report said. 

    Trump has long blamed Canada and Mexico for failing to prevent the flow of illegal immigrants and drugs into the United States and has said both countries take advantage of U.S. trade policy.

    In exchange for a one-day delay of the tariffs, Mexico has agreed to deploy 10,000 troops to the southern border, Mexican President Claudia Sheinbaum said Monday. Trump and Sheinbaum spoke on Monday and agreed that Mexico will do more to combat drug trafficking into the U.S., and that the U.S. will step up efforts to block the flow of firearms into Mexico.

    Trump and Canadian Prime Minister Justin Trudeau were expected to speak Monday.

    Trump Panama Canal plans get boost from Republicans leaders: Internal House memo

    EXCLUSIVE: House Republican leadership is encouraging lawmakers to back up President Donald Trump’s desire to return the Panama Canal to U.S. ownership, a new memo suggests.

    The House GOP Policy Committee, led by Chairman Kevin Hern, R-Okla., the No. 5 House Republican leader, sent the document to legislative directors across the conference on Wednesday.

    The two-page memo, simply titled “Panama Canal,” begins by highlighting Trump’s past comments about China’s influence over the Panama Canal and his goal of “taking it back.” 

    It also noted that Secretary of State Marco Rubio will be visiting Panama on his first trip as Trump’s top diplomat.

    The next section details the history of the U.S. and the Panama Canal: “The Panama Canal was built by the U.S. between 1904 and 1914. The canal was leased to the U.S. for nearly 75 years under the Hay–Bunau-Varilla Treaty of 1903 which established the Panama Canal Zone and the subsequent construction of the Panama Canal.”

    It also points out that it was under the late former President Jimmy Carter that Panama was given control of the canal, via treaties later criticized by Trump.

    The treaties with Carter “gave the U.S. the permanent explicit right to intervene to keep the canal open in the event of any threat that may interfere with the canal’s continued neutral service to ships from all nations,” the memo said before laying out arguments for why Republicans believe Panama has since violated its end of the deal.

    “About 5% of global maritime traffic passes through the Panama Canal, saving 6,835 miles off a journey that would otherwise require a long and dangerous trip skirting the southern tip of South America,” the memo states. “The United States is Panama’s largest provider of foreign direct investment—$3.8 billion annually.”

    Meanwhile, “Chinese companies now operate ports at both ends of the canal. Chinese construction companies in 2018 funded a $1.4 billion bridge project spanning the canal,” it reads.

    “The treaties require that transit fees be ‘just, reasonable, equitable, and consistent with international law,”’ and that Panama maintain the canal’s permanent neutrality,” the memo said. “The high fees charged by Panama as well as Panama’s openness to investment by the Chinese Communist Party in the canal zone are likely both in breach of the terms of the treaties.”

    Congress has already granted the president wide authority over international commerce in the event of an emergency, but GOP lawmakers have signaled they want to ease those guardrails further.

    Main Street Caucus Chairman Dusty Johnson, R-S.D., introduced a bill earlier this month to let Trump re-purchase the Panama Canal for the U.S.

    A short while later, freshman Rep. Riley Moore, R-W.Va., unveiled legislation to widen Trump’s non-emergency tariff power.

    And Rep. Andy Ogles, R-Tenn., has a bill to authorize Trump to enter into negotiations to buy Greenland.

    The memo from Hern’s policy committee is notable, however, as an apparent subtle marching order to the House GOP conference to continue down that path.

    It could also likely embolden Republican lawmakers to find legislative avenues to further back up Trump’s push to purchase the canal, particularly given the Panamanian government’s opposition to the U.S. president’s plan.

    Anxious Republicans demand action from House leaders as GOP retreat ends without budget plan

    DORAL, Fla. — The House GOP’s three-day annual retreat has ended without public progress on Republicans’ budget reconciliation plans, and some lawmakers are getting nervous about falling behind schedule.

    “After two days at our House Republican winter retreat, we still do not have a plan on budget reconciliation and our Speaker and his team have not offered one,” Rep. Marjorie Taylor Greene, R-Ga., wrote on X Wednesday morning.

    “Basically, just get started doing something. We have only been presented with the same policy and budget cut proposals that we have been presented with for a month now at all our meetings and at a full Saturday conference meeting earlier this month.”

    Speaker Mike Johnson, R-La., told reporters on Tuesday that an initial “blueprint” would be “prepared by tomorrow, by the time we leave.”

    The budget reconciliation process allows the majority party in the House and Senate, in this case Republicans, to pass a broad-ranging conservative policy overhaul, provided the contents are relevant to the budget and other fiscal matters. It does so by lowering the threshold for passage in the Senate from 60 votes to 51.

    It starts with a budget resolution that includes instructions for specific committees to work toward changes to fiscal policy law under their respective jurisdictions, including topline numbers.

    When asked by reporters about whether he expects those broad toplines to emerge on Wednesday morning, Johnson said, “We’ll be getting to that final number. What we’ve emphasized, with our group, is that we want to have some flexibility in the how the instructions are given to the committees.”

    “Stay tuned for the number. It will be substantial, because it has to be. I mean, we have a $36 trillion federal debt, and we’re committing that in this process. Anything we do is going to be deficit neutral at least or deficit-reducing,” he said.

    Johnson said later in the press conference, “The objective is to, by the time we leave here today, to have a blueprint that will inform the budget committee for when they work on that budget resolution.”

    The details and parameters of that blueprint are not immediately clear.

    By Wednesday afternoon, however, a majority of lawmakers who were staying at President Donald Trump’s golf resort in Doral, Florida left without a sense of their next steps.

    “I think the general feeling is leadership needs to make a play call and start executing on it,” one House GOP lawmaker told Fox News Digital. 

    Asked if they were optimistic about leaders making that call soon, the lawmaker said, “They better if they want to get this done.”

    Another House Republican said the meetings were “productive” but with a caveat — “as long as leadership takes our input, ideas and concerns seriously.”

    Other GOP lawmakers signaled they were exasperated by weeks of “listening sessions” among Republicans that have not led to specific directives from House leaders.

    But Johnson was confident that the House Budget Committee would have its “blueprint” to work from when Congress is back “when we return to the hill” – which is next week.

    “That’s going to happen, and we’ll get it through the whole chamber, and we’ll be voting on that by late February,” he said.

    New York political leaders are split over the recent increase in ICE deportation and removal operations of illegal immigrants under the Trump administration, with Republicans praising the crackdown and Democrats stressing authorities respect local migrant “sanctuary” policies.

    ICE agents and federal authorities have been spotted in New York City and throughout the surrounding area, carrying out arrests of illegal immigrants. 

    Among those arrested on Tuesday was a 25-year-old Venezuelan migrant named Anderson Zambrano-Pacheco, who is a member of the violent criminal group Tren de Aragua. Zambrano-Pacheco is charged with kidnapping, assault and burglary.

    New York Mayor Eric Adams, a Democrat, said Tuesday afternoon that the New York City Police Department had supported federal authorities carrying out the criminal raid.

    “Early this morning — as it regularly does as part of a multi-agency task force — our city coordinated with the U.S. Department of Homeland Security on a federal criminal investigation involving a suspect hiding in New York City,” said Adams. “Beforehand, I directed the NYPD to coordinate with DHS’ Homeland Security Investigations and other federal law enforcement agencies — as allowed by law — to conduct a targeted operation to arrest an individual connected with multiple violent crimes, both here in New York and in Aurora, Colorado, including burglary, kidnapping, extortion, firearms possession, menacing with a firearm, crime of violence, and other charges.”

    “As I have repeatedly said,” Adams went on, “we will not hesitate to partner with federal authorities to bring violent criminals to justice — just as we have done for years. Our commitment to protecting our city’s law-abiding residents, both citizens and immigrants, remains unwavering.” 

    New York Governor Kathy Hochul took a similar tone, saying: “My understanding is that they had specific names of people who committed crimes, serious offenders, and those are exactly the people that we want removed from the state of New York.”

    “I want to be clear,” she said, “there has always been ICE raids in the state of New York, even in the past, and this is not a new dynamic.”

    New York Attorney General Letitia James, meanwhile, issued an apparent warning to state and local law enforcement cooperating with federal authorities, saying in a Tuesday X post that she would be monitoring the situation closely to ensure that state sanctuary policies are not violated.

    “My office is aware of the increased presence of ICE across New York City,” she said. “I am monitoring the situation to ensure our laws are being respected and people’s rights are not being violated. We have sent guidance to law enforcement, and it must be followed.”

    For its part, a spokesperson for the New York City Police Department clarified that the NYPD does not engage or assist in any manner with civil immigration enforcement, but rather does “work daily with federal law enforcement agencies in connection with a wide range of criminal investigations.”

    The spokesperson told Fox News that “in particular, the Department participates in task forces with a variety of federal law enforcement agencies investigating violations of federal criminal law.”

    New York Republicans, on the other hand, were quick to express their relief over the ICE raids.

    U.S. Rep Nicole Malliotakis, whose district includes portions of Staten Island and Brooklyn, issued a statement saying: “I thank President Donald Trump, Border Czar Tom Homan, and Department of Homeland Security Secretary Kristy Noem for their leadership and wasting no time to initiate the removal of dangerous, violent foreign criminals and gangs from New York City streets—groups that have wreaked havoc in our city over the past four years and have committed thousands of crimes including robberies, sex crimes, assaulting NYPD officers, and even murder.”

    “The mass illegal migration crisis created by the Biden Administration cost American lives and New York’s taxpayers billions of dollars,” Malliotakis went on. “New York City must fully cooperate with ICE to rid our city of this criminal activity. No local or state elected official or government agency should stand in the way as federal authorities enforce our nation’s immigration laws to ensure the safety of all Americans.”

    A Venezuelan migrant arrested during an ICE raid early on Jan. 28 was identified by the Department of Homeland Security as Anderson Zambrano-Pacheco. Zambrano-Pacheco was wanted by Aurora Police Department in Colorado and was one of the men who appeared in a viral security camera video from August 2024 who menaced an apartment building shortly before a fatal shooting.     Rep. Claudia Tenney, a Republican who represents parts of Upstate New York, called the raids “tremendous” and said they demonstrate “true leadership” from the Trump administration.

    “This is tremendous. … I am so happy to see this,” Tenney said on the Fox News Business Channel. “All I’ve heard from especially a lot of senior citizens and others is how thrilled they are that we’re seeing these absolutely violent criminal illegal immigrants that are being harbored by these sanctuary cities being taken out of our communities and making our communities safer. This is a huge win for the Trump administration. It shows that we have decisive leadership. We do not have the paralysis of analysis.”
