    Fox will have full coverage of Trump’s address to a joint session of Congress

    President Donald Trump will address a Joint Session of Congress on Tuesday, March 4 at 9 p.m. ET.

    The forum is not officially a State of the Union address, which traditionally comes during the second, third and fourth year of a presidency.

    House Speaker Mike Johnson, R-La., invited Trump earlier this month to address Congress on Tuesday.

    “Thanks to your strong leadership and bold action in the first days of your presidency, the United States is already experiencing a resurgence of patriotism, unity, and hope for the future,” Johnson wrote in a letter to Trump first obtained by Fox News Digital.

    “Your administration and the 119th Congress working together have the chance to make these next four years some of the most consequential in our nation’s history,” the speaker wrote.

    “To that end, it is my distinct honor and great privilege to invite you to address a Joint Session of Congress on Tuesday, March 4, 2025, in the Chamber of the U.S. House of Representatives, to share your America First vision for our legislative future. I eagerly await your response.”

    Fox News Channel, Fox News Digital and Fox News Go will have live coverage of the event Tuesday evening.

    Fox News Channel will also preview the speech during its primetime and afternoon programming.

    Will Cain will have the latest on the “Will Cain Show” at 4 p.m. ET.

    Following him, join Dana Perino, Greg Gutfeld, Judge Jeanine Pirro and the hosts of “The Five” for more coverage leading up to the event.

    Chief political anchor Bret Baier continues the coverage at 6 p.m. ET on “Special Report,” followed by “The Ingraham Angle” with Laura Ingraham at 7 p.m. ET; before Jesse Watters offers a curtain-raiser just before the address at 8 p.m. ET on “Jesse Watters Primetime.”

    While it is officially an address to a joint session, historically, these speeches tend to follow the same customs as the official State of the Union forums.

    The latter are required by the Constitution under Article II Sec. 3 – which stipulates that a president must provide Congress with information about the state of the Union and offer legislative recommendations.

    Before the audiovisual and digital ages, the addresses tended to come in print form.

    Former President Woodrow Wilson delivered the first address in-person since former President John Adams.

    The title itself, “State of the Union,” was standardized by former President Harry S. Truman in the 1940s. Truman also offered the first televised State of the Union, as radio gave way to TV.

    Former President Lyndon Baines Johnson began the tradition of a primetime address.

    During such addresses, when all three branches of government are typically present, one member of the president’s cabinet is named “designated survivor” – and stays home from the address in case terrorism or another catastrophe leads to the deaths of all assembled in the chamber.

    The U.S. Senate keeps records of each designated survivor going back to 1984, when former HUD Secretary Samuel Pierce Jr. was designated the potential leader of the nation if former President Ronald Reagan and everyone else in attendance perished.

    Notable designated survivors have included then-future New York Gov. Andrew Cuomo during former President Bill Clinton’s 1999 address, former Commerce Secretary Bill Daley – son of the famed Chicago Democratic Party boss – in 1998, and then-Attorney General Eric Holder in 2009.

    Most recently, former President Joe Biden’s education chief, Miguel Cardona, was 2024’s designated survivor.

    Senate moves full steam ahead on massive Trump budget bill after GOP divisions derail House

    Senate Republicans are moving full steam ahead with their plans for a massive conservative policy overhaul through the budget reconciliation process, despite House GOP leaders still insisting their chamber is set to go first. 

    Senate Budget Committee Chairman Lindsey Graham, R-S.C., unveiled a 61-page resolution that would fund President Donald Trump’s priorities for border security, fossil fuel energy, and national defense.

    It would fund completion of Trump’s border wall, as well as provide dollars for more beds in detention centers at the border. The bill would also include funds to hire more Immigration and Customs Enforcement (ICE) agents, more personnel patrolling the border, and to increase the number of immigration judges in order to process the backlog of existing asylum cases.

    On energy, the bill is aimed at ramping up offshore drilling leases, and stopping the Biden administration’s methane emissions fee.

    The legislation would also fund increased military readiness, grow the U.S. Navy, and building an “integrated air and missile defense to counter threats,” according to a summary provided by Graham’s office.

    Graham also signaled the bill would be deficit-neutral, with his press release stating that its $342 billion in new spending will be offset by the same amount of money in savings.

    Per the Senate’s plan to split Trump’s reconciliation priorities into two bills, it’s expected that extensions to Trump’s Tax Cuts and Jobs Act – as well as other key Trump proposals, such as eliminating taxes on tipped and overtime wages – will be in a second plan released at a later date.

    Republicans plan to use their majorities in the House and Senate to pass a wide swath of Trump policy initiatives, from extending the 2017 Tax Cuts and Jobs Act to funneling more cash to operations at the U.S.-Mexico border.

    The budget reconciliation process makes that possible by lowering the threshold for Senate passage from 60 votes to a simple 51-seat majority. Because the House already operates on a simple majority threshold, it will allow Republicans to skirt Democratic opposition to pass their agenda – provided the measures included involve budgetary or other fiscal matters, as reconciliation rules call for.

    The first step in reconciliation is advancing a resolution through the House and Senate budget committees, which will then give instructions to other committees of jurisdiction that will eventually form a final bill.

    The Senate’s plan differs significantly from the House’s intended approach.

    While both sides agree on what should be passed via reconciliation, House GOP leaders and Republicans on the Ways & Means Committee are concerned that the intense political maneuvering the process takes will mean they run out of time before passing a second bill with Trump’s tax cuts at the end of this year.

    A Ways & Means Committee memo sent earlier this year projected the average American household could see taxes rise by over 20% if those provisions expire at the end of 2025.

    Trump himself has repeatedly called for “one big, beautiful bill,” but said he ultimately was not concerned about the packaging as long as all of his priorities were passed.

    House Republicans had intended to move one bill through their budget panel this week, but the process was stalled as spending hawks pushed for deeper funding cuts than what GOP leaders initially proposed.

    Conservatives have insisted that any plan Republicans pass must be deficit-reducing or deficit-neutral.

    House Speaker Mike Johnson, R-La., told reporters on Friday morning that he was playing “phone tag” with Graham due to their schedules but signaled he still intended for the House to move ahead with their plan next week.

    “I sent him a text message early this morning and explained where we are in the process and how it’s moving aggressively,” Johnson said.

    He told reporters he hoped for a House Budget Committee markup of the bill as early as Tuesday. 

    Graham, meanwhile, intends to advance his bill through committee on Wednesday and Thursday.

    Senate Republicans are meeting with Trump at Mar-a-Lago on Friday night.

    Colts’ Jonathan Taylor confident in Anthony Richardson after subpar 1st full season

    Anthony Richardson’s rookie year was cut short after just four games due to an injury, so the 2024 campaign marked his first full season.

    Safe to say, it didn’t go as many Indianapolis Colts fans had hoped.

    Richardson suffered yet another injury in just the fourth game of the season, and early on, he struggled. In that span, he completed just over half of his passes, threw six interceptions, and fumbled the ball three times (thankfully, all were recovered).

    He returned in Week 7, but it got even worse. In Weeks 7 and 8, he went 20-for-56 through the air and lost two fumbles. So, the Colts went with Joe Flacco for a brief period.

    His final five games were much of the same – less than half his pass attempts were caught, and he couldn’t hold onto the ball. For one thing, he did rush for 358 yards in that span. But, he missed the final two games with yet another injury.

    Add it all up, and Richardson’s first full season ended up with completing 47.7% of his passes while throwing just eight touchdowns against 12 turnovers in 11 games. He did run for 499 yards and six touchdowns, but he put the ball on the ground nine times.

    However, his star running back in Jonathan Taylor is pleading for everyone to give him some time.

    “People don’t realize quarterbacks coming out now are like 24 – he’s only 22. So, he hasn’t played like much ball yet, only 15 games in the NFL,” Taylor said to Fox News Digital in a recent interview (Richardson turns 23 in May).

    Taylor is in New Orleans for Super Bowl week, perhaps a place he’d rather be to contend for the Lombardi Trophy. But during his trip, he’s getting out to Dairy Queen for his typical pregame meal.

    “I’m going there right after this. I’m getting some of that sauced and tossed honey barbecue chicken strip basket,” Taylor said.

    Oh, and he won’t forget about his “go-to” Oreo Blizzard either.

    In speaking about his quarterback, though, Taylor also pointed to what people don’t see.

    “He’s on the field getting extra reps. He’s really in the playbook all day, every day so he has that work ethic.”

    Top lawmaker says issues that spurred DOGE’s genesis came full circle with Trump fixes: ‘Already winning’

    The Senate’s lead “DOGE” lawmaker said Friday her quest for government efficiency is beginning to come full-circle, as the Agriculture Department instituted a return-to-work mandate she said was first spurred by a 2024 whistleblower who contacted her office.

    “The Trump administration, DOGE, and I are already racking up wins for taxpayers,” Sen. Joni Ernst, R-Iowa, told Fox News Digital on Friday.

    “Growing up on a farm, I know what working from home really means.”

    President Donald Trump too, highlighted the difference between telework in white-collar jobs and Americans in agriculture and manufacturing who don’t have the luxury of working from a desk.

    In remarks to reporters, Trump said federal workers appear less productive when working-from-home and that the dynamic is “unfair to the millions of people in the United States who are in fact working hard from job sites and not from their home.”

    He also warned federal workers they would have to report to the office or, “you’re fired.”

    In that regard, Ernst looked back on a whistleblower who came to her and alleged USDA’s District of Columbia offices were largely vacant.

    That, she said, spurred her to outline policy proposals that eventually became “DOGE” – a term popularized by Trump ally Elon Musk.

    “When I first discovered that the Department of Agriculture was a ghost town, I took action to end federal employees’ abuse of telework and get the agency working for Iowa farmers,” said Ernst.

    “I have put bureaucrats on notice that their four-year vacation is over, and we are just beginning to get Washington back to work and serving the American people.”

    A memo from Acting Agriculture Secretary Gary Washington obtained by Politico on Thursday ordered senior staff “with assigned duty stations” to work from their offices full-time. Additional guidance would follow for workers without a preassigned workstation.

    Ernst characterized the memo as that full-circle moment.

    Ernst reportedly brought up her early concerns about teleworking bureaucrats and unused Washington office space running up tabs on the federal ledger during a meeting with Trump and Musk at Mar-a-Lago last year.

    She previously compiled a report following an investigation into government waste and abuse through which $2 trillion in savings could be realized if the issues were attended to.

    In a December statement highlighting that report, the House Budget Committee – now led by Rep. Jodey Arrington, R-Texas — said the Biden administration’s condoning of mass telework “generated complacency in the workforce while costing taxpayers billions in unnecessary maintenance and upkeep costs.”

    “Early success means there is much more to come,” a person familiar with the Senate’s DOGE work added.

    According to a report from the Government Accountability Office, only 11% of the USDA’s office space was occupied in the first quarter of 2023, and 75% of available space across 17 federal agencies has remained empty since the pandemic.

    Ernst built her initial pre-formal-“DOGE” probes off of the USDA whistleblower, which is why she believes the latest development mandating return-to-work for agriculture bureaucrats is the issue now coming full-circle.

    Rep. Aaron Bean, R-Fla., – the chairman and founder of the DOGE Caucus – praised Ernst’s work and said taxpayers deserve to have a government operating at “full capacity.”

    “President Trump’s executive order requiring federal employees to return to work is the first step in improving government efficiency.”

    “This is just common sense, and the exact type of waste DOGE will continue to crack down on,” Bean said.

    Ernst’s first DOGE “win” came with the passage of an otherwise Democrat-favored bill named for former President Joe Biden’s longtime friend Sen. Tom Carper, D-Del., and signed as both Delawareans were departing public service.

    Within the Thomas R. Carper Water Resources Development Act was a provision to compel the General Services Administration to sell the Wilbur J. Cohen Federal Building.

    The block-long “stripped classicist” building southwest of the U.S. Capitol was designed by Philadelphia architect Charles Z. Klauder in the 1930s, and originally hosted the Social Security Administration.

    However, its total occupancy dwindled to 2% — largely Voice of America workers – by 2025.

    Another “DOGE” amendment sponsored by Ernst that requires agency oversight and reporting regarding telework was successfully added to a major appropriations bill passed in December.

    Fox News Digital reached out to the White House for comment for purposes of this story but did not receive a response by press time.

    President Donald Trump’s choice to head up the Department of Veterans Affairs, Doug Collins, passed a Senate cloture vote Thursday night. 

    The vote was 83-13.

    He will proceed to a full vote on the Senate floor for confirmation, which he is expected to easily secure with a strong bipartisan showing.

    A former U.S. congressman, the Gainesville, Georgia native also serves as a chaplain in the U.S. Air Force Reserve.

    Collins was not expected to face a difficult confirmation fight and saw bipartisan support in his committee hearing, with the lone exception of Democratic Sen. Mazie Hirono of Hawaii, who voted against him.

    If confirmed as VA secretary, Collins would be tasked with overseeing a beleaguered system of healthcare and benefits for the nation’s veterans. 

    Long wait times to see providers, lack of access to community care, inadequate mental health support and budget shortfalls are just a few of many problems that have plagued secretaries past in both Republican and Democratic administrations.
