    French bill would ban headscarves in sport; Amnesty International says it’s discriminatory

    • A bill to ban all “ostensibly religious” clothing and symbols, including headscarves, during competitions will be debated from Tuesday in the upper house of the French parliament.
    • Amnesty International is urging French lawmakers to reject the bill, saying it would be discriminatory.
    • The French parliament’s lower house will have the final say. To pass there, the bill would need a coalition of forces that don’t usually collaborate.

    Amnesty International is urging French lawmakers to reject a bill this week that would ban headscarves in all sporting competitions.

    The bill is backed by right-wing senators and will be debated from Tuesday in the upper house of the French parliament. Its aim is to ban all “ostensibly religious” clothing and symbols during competitions. Amnesty International says the move would be discriminatory.

    The vote is likely to refuel the lingering debate on secularism — still volatile more than a century after the 1905 law on separation of church and state that established it as a principle of the French Republic.

    Until now, sporting federations have been free to decide whether or not to allow headscarves, with two of the country’s most powerful sports, soccer and rugby, opting to ban them.

    The bill is at an early stage and this week’s vote marks the beginning of a long legislative process with an uncertain outcome. Even if senators vote in favor, the bill’s future will remain unclear since the lower house has the final say.

    To pass, the bill would need a coalition of forces that don’t usually collaborate in the deeply divided lower house.

    Amnesty International’s calls come after French sprinter Sounkamba Sylla said last summer she was barred from the opening ceremony at the Paris Olympics because she wears a hijab. She was eventually allowed to take part, wearing a cap to cover her hair.

    France enforces a strict principle of “laïcité,” loosely translated as “secularism.” At the Games, the president of the French Olympic Committee said its Olympians were bound by the secular principles that apply to public sector workers in the country, which include a ban on hijabs and other religious signs.

    “At the Paris Olympics, France’s ban on French women athletes who wear headscarves from competing at the Games drew international outrage,” said Anna Błuś, an Amnesty International researcher on gender justice.

    “Just six months on, French authorities are not only doubling down on the discriminatory hijab ban but are attempting to extend it to all sports.”

    Experts appointed by the UN Human Rights Council have previously criticized the decision by the French soccer and basketball federations to exclude players wearing the hijab, and the French government’s decision to prevent its athletes wearing headscarves from representing the country at the Paris Games.

    Amnesty International said the bill in reality targets Muslim women and girls by excluding them from sporting competitions if they wear a headscarf or other religious clothing.

    “Laïcité…which is theoretically embedded in the French constitution to protect everyone’s religious freedom, has often been used as a pretext to block Muslim women’s access to public spaces in France,” Amnesty International said.

    “Over several years, the French authorities have enacted laws and policies to regulate Muslim women’s and girls’ clothing, in discriminatory ways. Sport federations have followed suit, imposing hijab bans in several sports.”

    Two years ago, France’s highest administrative court said the country’s soccer federation was entitled to ban headscarves in competitions even though the measure can limit freedom of expression.

    Wielding the principle of religious neutrality enshrined in the constitution, the country’s soccer federation also does not make things easy for international players who want to refrain from drinking or eating from dawn to sunset during Ramadan, an Islamic holy month.

    Supporters of the bill cite growing attacks on secularism in sport, arguing that its core values are based on a principle of universality. To protect sports grounds from any non-sporting confrontation, they say, a principle of neutrality needs to be implemented to ensure that no political, religious or racial demonstration or propaganda can be promoted.

    The bill also states that using part of a sports facility as a place of worship would be a misuse of its purpose, and bans the wearing of religious clothing, such as the burkini, in public swimming pools.

    “By placing the wearing of a headscarf on the spectrum of “attacks on secularism,” which range from “permissiveness” to “terrorism,” this legislation, if passed, would fuel racism and reinforce the growing hostile environment facing Muslims and those perceived to be Muslim in France,” Amnesty International said.

    French girl, 11, found dead near school, murder investigation underway

    An 11-year-old girl in France was found dead in a wooded area near her school hours after she went missing, officials said Saturday.

    The girl, identified as Louise, disappeared around 2 p.m. Friday while on her way home from André Maurois middle school in northern France, officials in the commune of Épinay-sur-Orge said. Épinay-sur-Orge is located south of Paris.

    Investigators searched the woods using tracking dogs, helicopters and drones before eventually finding the girl’s body, Le Parisien reported. 

    “It was with great emotion that we learned that Louise’s body had been found lifeless that night, in the Bois des Templiers,” police wrote in French in a press release posted on Facebook. “As soon as her disappearance was reported, all means were deployed to try to find her.”

    An autopsy determined she suffered “numerous wounds committed with a sharp object,” said Grégoire Dulin, the Evry public prosecutor, per Le Parisien. A murder weapon was not immediately recovered.

    Dulin said authorities had opened an investigation for the “murder of a minor under 15.” 

    Police detained a 23-year-old man, who was seen on security footage walking behind Louise, and his 20-year-old girlfriend, according to French news outlets. Police released the pair from custody later Saturday.

    On Monday, police made two new arrests: a 23-year-old man and his 55-year-old mother, FranceInfo reported. The 23-year-old is suspected of murdering Louise, while his mother is accused of failing to report a crime.

    French Minister of Education Élisabeth Borne issued a statement on X regarding the child’s death.

    “Following the discovery of the body of young Louise last night in Essonne, I offer my condolences to her family, her loved ones, her classmates and her teachers,” she wrote in French. “I am counting on investigators and the justice system to shed light on this tragedy.”

    • Vance’s trip comes after President Donald Trump last month spoke about Stargate, a joint venture investing up to $500 billion in infrastructure tied to AI.

    U.S. Vice President JD Vance will attend a two-day high-level summit focusing on artificial intelligence in Paris next week, his first scheduled trip abroad since taking office, a French diplomatic official said Tuesday.

    The AI Action Summit on Feb. 10-11 will gather heads of state and top government officials, CEOs and other actors involved in the tech sector, which has been shaken up by galloping advances.

    Vance has not made any official foreign trips since his inauguration last month. The White House had no immediate comment.

    China’s Vice Premier Ding Xuexiang is among those expected to attend the summit, which will be co-presided over by French President Emmanuel Macron and Indian Prime Minister Narendra Modi.

    The summit will take place at the Grand Palais, last year’s Olympic venue for the fencing and taekwondo competitions. A dinner with top officials and CEOs is also scheduled at the Elysee presidential palace.

    Vance’s trip comes after U.S. President Donald Trump last month talked up a joint venture investing up to $500 billion for infrastructure tied to artificial intelligence by a new partnership of OpenAI, Oracle and SoftBank. The new entity, Stargate, will start building data centers and the electricity generation needed for the further development of the fast-evolving AI in Texas, according to the White House.

    Meanwhile, Chinese AI model DeepSeek’s emergence has shaken up the tech sector, offering companies access to the technology at a fraction of the previous cost and providing the potential to push other AI companies to improve their models and bring down prices.

    Vance in the past has acknowledged some harmful AI applications, but said at a July Senate hearing that he worries that concern is justifying “some preemptive overregulation attempts that would frankly entrench the tech incumbents that we already have.”

    French President Emmanuel Macron’s desire to be immortalized in the windows of the restored Notre Dame Cathedral may be shattered as his plans for contemporary designs face furious opposition.

    Macron’s plan involves replacing the large windows of six side-chapels in the south aisle of Notre Dame’s nave with contemporary designs in yellow, pink and green stained-glass, the Wall Street Journal reported.

    The president’s aides have said the redesign is to remind future generations of the 2019 fire that engulfed the medieval structure, according to the outlet.

    The plan, however, has been met with backlash as art historians and architects argue the harmony in the cathedral’s design is at risk should more modern windows be installed.

    France’s National Heritage and Architecture Commission unanimously voted in July against Macron’s proposal, prompting one artist in the running to design the new stained-glass windows to drop out of the competition.

    “When I read that, I said, ‘We’re stopping everything,’” Pascal Convert, 67, told the outlet.

    Claire Smith, a professor of archeology at Flinders University Australia, told the outlet that Macron was “inserting himself” into the cathedral in an “opportunistic and self-aggrandizing” way.

    Marine Le Pen, the far-right leader of France’s opposition party, wrote on X last month that “a leader can’t sully, this priceless heritage on a whim,” referring to the window controversy.

    Macron’s plan is expected to be opposed through France’s court system.

    The cathedral reopened last month in Paris with an opening ceremony attended by then-President-elect Donald Trump, then-First Lady Jill Biden, Prince William and other notable figures.
