The Trump administration is implementing tariffs through its new International Emergency Economic Powers Act (IEEPA).

In a statement obtained by Fox News on Saturday, the White House said that the legislation comes amid an “extraordinary threat posed by illegal aliens and drugs, including deadly fentanyl, constitutes a national emergency.

“President Donald J. Trump is implementing a 25% additional tariff on imports from Canada and Mexico and a 10% additional tariff on imports from China. Energy resources from Canada will have a lower 10% tariff,” the statement read.

White House to impose tariffs on Mexico, Canada and China due to ‘invasion of illegal fentanyl’

White House Press Secretary Karoline Leavitt confirmed that President Donald Trump will execute tariffs upon Mexico, Canada and China starting Saturday.

Trump’s economic plan during his campaign called for extending the 2017 tax cuts and imposing tariffs ranging from 10% to 20% on all imported goods. For countries like China, that number could go up to 60%.

These countries will face these tariffs because they have allowed an “unprecedented invasion of illegal fentanyl that is killing American citizens,” according to Leavitt.

“The president will be implementing tomorrow a 25% tariff on Mexico, 25% tariffs on Canada, and a 10% tariff on China for the illegal fentanyl they have sourced and allowed to distribute into our country, which has killed tens of millions of Americans,” Leavitt told reporters Friday. “These are promises made and promises kept.”

While Canadian President Justin Trudeau said Friday that Canada was prepared to respond to any tariffs executed, Leavitt said that the tariffs are not expected to spark a trade war with Canada and that Trump would respond to Trudeau in “due time.”

DeepSeek is the newest front in the AI competition between the US and China

DeepSeek’s release of a high-profile new AI model underscores a point we at OpenAI have been making for quite some time: the U.S. is in a competition with the Chinese Communist Party (CCP) that will determine whether democratic AI wins over the Chinese Communist Party’s (CCP) authoritarian version of the technology. The U.S. must come out on top–and the stakes could not be higher.

As President Donald Trump rightly said on Monday, DeepSeek “should be a wake-up call for our industries that we need to be laser-focused on competing to win.”

We couldn’t agree more.

For those familiar with AI and how the models get built, it wasn’t a huge surprise that someone was able to replicate parts of OpenAI’s o1 model several months after it was released. What’s notable is that it was not an American one that did so.

THE DEEPSEEK AI CHATBOT BURST ONTO THE SCENE: ARE FEARS ABOUT IT OVERBLOWN?

CCP leader Xi Jinping has made clear China wants to be the dominant player in AI by 2030, and the country is plowing enormous amounts of money into the AI infrastructure to compete with the U.S. They’re giving developers unfettered access to data; building enormous amounts of energy (ten nuclear facilities came online last year with another ten on course for this year); and are seeking to develop their own chip-manufacturing capabilities.

OpenAI CFO Sarah Friar explains how AI is taking center stage at Davos, what the Stargate project means for the macroeconomy and details new products for key customers.

Though I suspect we will learn more about DeepSeek’s work that may ultimately impact how we understand the state of their technology (experts are already noticing that their system is slower to respond to user requests than other models), how new it actually is (some users have pointed out that the DeepSeek model says that it’s ChatGPT when asked), and what it cost (projects in of authoritarian countries have a tendency to be opaque), this weekend’s news shows that the CCP is all-in on the AI competition.

WHAT IS CHINESE AI APP DEEPSEEK?

It’s important to understand that the stock market panic over the release of DeepSeek’s R1 model is missing the big picture: when AI systems grow more efficient, we need more of the infrastructure that powers those tools, not less.

Think of it this way: in post-WWII America, just because companies in the U.S. and abroad designed more affordable cars over time did not mean that we stopped building highways. If anything, it made highways more valuable because people can travel farther and faster than they could before. In fact, the U.S. went big and built out the interstate highway system.

The same holds true with AI. More efficient models make computers more valuable than ever because we can achieve significantly greater outcomes with the same hardware, as President Trump noted in his remarks about DeepSeek on Monday.

Scaling up our AI infrastructure will scale up our AI capabilities, powering bigger breakthroughs than would have been imaginable even a few months ago in everything from healthcare and biotech to energy and national security.

Moreover, the most pressing issue in AI is the push towards AGI and superintelligence, which is the evolution of the technology to a point where it is able to help humans solve problems in science, health, and education that just a short time ago would have seemed like a miracle. This is the Super Bowl of AI, and the U.S. has to lead if we want to maximize the technology’s economic gains and ensure the world’s AI is built on democratic values.

The road to AGI and superintelligence requires investing in supercomputers, data centers, advanced chips, power generation facilities, transmission lines, human talent, and other key parts of the AI ecosystem. That’s the mission of the Stargate Project, the new venture that we unveiled at the White House last week that will immediately invest an initial $100 billion in new infrastructure, with activity already in the works on the ground in Texas. When it comes to accelerating the construction of democratic AI that can prevail over authoritarian AI, Stargate is a 21st century version of World War II’s Arsenal of Democracy.

Let’s make sure we understand the game being played, the nature of our competitors, and the stakes. If we do not accelerate our AI infrastructure build-out now, we’re effectively handing the future to the CCP.

The stakes are too high to let short-sighted market narratives or misinformation dictate our path. The game is on, and we need to play to win.

China influence on Panama Canal is national security risk: Sen. Cruz

China’s influence on the Panama Canal poses “acute risks to U.S. national security,” Sen. Ted Cruz is warning Tuesday, alleging the Chinese Communist Party has taken a “militaristic interest” in the vital global shipping passage.

The Texas Republican told lawmakers during a Senate Committee on Commerce, Science & Transportation hearing that President Donald Trump recently has highlighted two key issues — “the danger of China exploiting or blocking passage through the canal” and “the exorbitant costs for transit.”

“Chinese companies are right now building a bridge across the canal at a slow pace so as to take nearly a decade. And Chinese companies control container ports at either end. The partially-completed bridge gives China the ability to block the canal without warning and the ports give China ready observation posts to time that action,” said Cruz, who is the chairman of the committee.

“This situation I believe poses acute risks to U.S. national security,” he added.

“Meanwhile, the high fees for canal transit disproportionately affect Americans because U.S. cargo accounts for nearly three quarters for canal transits. U.S. Navy vessels pay additional fees that apply only to warships. Canal profits regularly exceed $3 billion dollars,” Cruz continued. “This money comes from both American taxpayers and consumers in the form of higher costs for goods.”

Cruz’s comments come as newly sworn-in Secretary of State Marco Rubio will travel to Panama for his first international trip as the nation’s top diplomat, Fox News has learned.

Trump said during his inauguration speech last week that “China is operating the Panama Canal” and “we didn’t give it to China, we gave it to Panama, and we’re taking it back.”

Panama is denying the Chinese influence, with President José Raúl Mulino saying that “There is no presence of any nation in the world that interferes with our administration,” according to the Associated Press.

RUSSIA SOUNDS OFF ON TRUMP’S THREAT TO RETAKE THE PANAMA CANAL

However, Federal Maritime Commission Chairman Louis Sola testified Tuesday that “Since 2015, Chinese companies have increased their presence and influence throughout Panama.

“Panama became a member of the Belt and Road Initiative and ended its diplomatic relations with Taiwan. Chinese companies have been able to pursue billions of dollars and development contracts in Panama, many of which were projects directly on or adjacent to the Panama Canal,” he told lawmakers. “Many were no bid contracts, labor laws were waived, and the Panama and Panamanian people are still waiting to see how they’ve been benefited.

“It is all more concerning that many of these companies are state-owned and in some cases even designated as linked to the People’s Liberation Army,” Sola added. “We must address the significant growing presence and influence of China throughout the Americas and in Panama specifically.”

Cruz also said during the hearing that the Chinese Communist Party has taken a “militaristic interest in the canal” and that “Panama has emerged as a bad actor.”

“Panama has for years flagged dozens of vessels in the Iranian ghost fleet, which brought Iran tens of billions of dollars in oil profits to fund terror across the world,” Cruz said.

“We cannot turn a blind eye if Panama exploits an asset of vital commercial and military importance, and we cannot stay idle while China is on the march in our hemisphere,” he concluded.

China AI model wowing Silicon Valley

A Chinese AI company that rivals ChatGPT, is gaining attention in Silicon Valley with its rapid rise, nearly outperforming leading American AI companies like OpenAI and Meta.

DeepSeek is a Chinese AI startup that develops open-source large language models (LLMs), according to the company’s website.

The company unveiled R1, a specialized model designed for complex problem-solving, on Jan. 20, which “zoomed to the global top 10 in performance,” and was built far more rapidly, with fewer, less powerful AI chips, at a much lower cost than other U.S. models, according to the Wall Street Journal.

The announcement of the latest version of the app happened on President Donald Trump’s Inauguration Day as another Chinese-owned social media app, TikTok, was making headlines about whether it would be banned in the U.S.

TIKTOK SHOUTS OUT TRUMP AS APP GOES DARK FOR MILLIONS OF USERS ACROSS US

Meta’s Chief AI scientist, Yann LeCun, took to social media to speak about the app and it’s rapid success.

He pointed out in a post on Threads, that what stuck out to him most about DeepSeek’s success was not the heightened threat created by Chinese competition, but the value of keeping AI models open source, so anyone could benefit.

“It’s not that China’s AI is ‘surpassing the US,’ but rather that ‘open source models are surpassing proprietary ones,’” LeCun explained.

“DeepSeek has profited from open research and open source (e.g. PyTorch and Llama from Meta) They came up with new ideas and built them on top of other people’s work,” LeCun continued. “Because their work is published and open source, everyone can profit from it. That is the power of open research and open source.”

Just days after the release of the latest version of DeepSeek, Meta CEO Mark Zuckerberg announced his company was planning on spending over $60 billion in 2025 as it remains steadfast on AI.

Meta’s latest move aims to bolster the company’s position against rivals OpenAI and Google in the race to dominate AI.

Big Tech firms have been investing tens of billions of dollars to develop AI infrastructure after the success of OpenAI’s ChatGPT.

Meta’s announcement came just days after Trump announced that OpenAI, SoftBank and Oracle will form a venture called Stargate and invest $500 billion in AI infrastructure across the U.S.

“Deepseek R1 is one of the most amazing and impressive breakthroughs I’ve ever seen,” Marc Andreessen, a Silicon Valley venture capitalist who has been advising Trump, wrote in a post on X. “And as open source, a profound gift to the world.”

“DeepSeek R1 is AI’s Sputnik moment,” Andreessen wrote in a comment.

Alexandr Wang, CEO at Scale AI, a San Francisco-based software company, also spoke out on the technology and said DeepSeek’s quick success is a “wake-up call for America.”

“DeepSeek is a wake up call for America, but it doesn’t change the strategy,” Wang wrote in a post on X.

Wang explained that the “USA must out-innovate & race faster, as we have done in the entire history of AI” and “tighten export controls on chips so that we can maintain future leads.”

“Every major breakthrough in AI has been American,” Wang said.

DeepSeek’s development was led by a Chinese hedge-fund manager, Liang Wenfeng, who has become the face of the country’s AI push, the Journal wrote.

Experts told the Journal that DeepSeek’s technology is still behind OpenAI and Google. However, it is a close rival despite using fewer and less-advanced chips, and in some cases skipping steps that U.S. developers consider essential.

As of Saturday, the Journal reported that the two models of DeepSeek were ranked in the top 10 on Chatbot Arena, a platform hosted by University of California, Berkeley researchers that rates chatbot performance.

While DeepSeek’s flagship model is free, the Journal reported that the company charges users who connect their own applications to DeepSeek’s model and computing infrastructure.
