    CIA offering buyouts to its entire workforce: report

    The Central Intelligence Agency, in what officials reportedly claimed was an effort to bring the agency in line with Trump’s agenda, offered buyouts to its entire staff on Tuesday.

    The Wall Street Journal reported that the agency is the first to tell its employees they can quit and get eight months of pay and benefits.

    Last month, the Trump administration offered about 2 million federal employees buyouts to be paid through September, though the window to accept the offer closes on Thursday.

    The White House is expecting a “spike” in federal resignations ahead of a deadline for a buyout offer coming to end on Thursday, Fox News Digital has learned. 

    Nearly all federal employees were offered a buyout as part of President Donald Trump’s plan for government employees to physically work out of their offices, following years of remote work amid and after the COVID-19 pandemic. Government employees have until Thursday to take the offer, with the Trump administration expecting an influx of resignations in the next two days. 

    “The number of deferred resignations is rapidly growing, and we’re expecting the largest spike 24 to 48 hours before the deadline,” a White House official told Fox News Digital on Tuesday morning.

    Axios reported earlier Tuesday roughly 20,000 federal employees have taken the offer, accounting for about 1% of the federal government’s workforce. The White House official told Fox News Digital following the report’s publication that the 20,000 figure “isn’t current.”

    The Office of Personnel Management, which operates as the federal government’s human resources department, notified roughly 2 million federal employees Jan. 28 that they would be required to work out of their respective offices five days a week, or they could leave their roles through the equivalent of a buyout offer. 

    Those who choose to take the offer will retain all pay and benefits and be exempt from in-person work until Sep. 30. 

    “We think a very substantial number of people will not show up to work, and, therefore, our government will get smaller and more efficient,” Trump told reporters of the plan in late January. “And that’s what we’ve been looking to do for many, many decades.” 

    The buyouts do not apply to positions such as military personnel, the U.S. Postal Services, or positions related to immigration enforcement or national security. 

    The White House previously has said it anticipated 5% to 10% of the federal workforce to resign.

    The buyout deadline comes as the Department of Government Efficiency, which is led by tech billionaire Elon Musk, has taken a hatchet to various government agencies and departments, as the team works to cut overspending and alleged corruption within the highest echelons of the U.S. government.

    The United States Agency for International Development is the latest agency to land under DOGE’s microscope. Hundreds of USAID employees reported they were locked out of the agency’s computer system, while its headquarters in Washington, D.C., was closed on Monday. 

    On X, Musk has railed against the organization as rife with “marxists” and is operating as a “criminal organization.” 

    “USAID is a criminal organization. Time for it to die,” Musk posted to X on Sunday.

    “USAID was a viper’s nest of radical-left marxists who hate America,” he said in another message.

    Sen. Tim Kaine is claiming that President Donald Trump is going to “stiff” federal employees who accept buyout offers instead of returning to the office, telling workers “Do not be fooled by this guy.” 

    The Trump administration is offering buyouts for nearly all federal employees, including those who work remotely, as part of the president’s efforts to get employees back into the office, but they only have until Feb. 6 to opt-in. However, Kaine argued on the Senate floor Tuesday night that Trump has no such grounds to make that kind of deal. 

    “The federal employees received an interesting email at the end of the day today…. that said, from the administration, if you tender your resignation by next Friday, we will guarantee you payment through the end of September whether or not you show up for work. So tender your resignation and then boy, it’s just going to be a gravy train, you are just going to get paid for seven months without working,” Kaine said. 

    “The president has no authority to make that offer. There’s no budget line item to pay people who are not showing up for work. This is a guy who made this promise to contractors again and again and again when he was a private business guy. ‘Oh, come work for me on my casino.’ ‘Come work for me in a hotel.’ ‘We’re going to do a handshake. We’re going to do a contract.’ The contractor does the work and then finds out they get stiffed,” Kaine continued.

    “So my message to federal employees who receive this is, yeah, the president has tried to terrorize you for about a week and then gives you a little sweetheart offer: ‘If you resign in the next week, we’re just going to pay you for doing nothing for the next seven months.’ Don’t be fooled. He’s tricked hundreds of people with that offer. If you accept that offer and resign, he’ll stiff you just like he stiffed the contractors. He doesn’t have any authority to do this. Do not be fooled by this guy,” the Virginia Democrat also said. 

    When asked to respond Wednesday, the White House referred Fox News Digital to a statement by White House press secretary Karoline Leavitt, in which she said “After four years of incompetence and failure, President Donald Trump is committed to making our government efficient and productive again. 

    “American taxpayers pay for the salaries of federal government employees and therefore deserve employees working on their behalf who actually show up to work in our wonderful federal buildings, also paid for by taxpayers,” Leavitt added Tuesday.

    This morning, a reporter asked Leavitt if the buyouts are a way to purge the government of people who disagree with Trump. 

    “That’s absolutely false. This is a suggestion to federal workers that they have to return to work. And if they don’t, then they have the option to resign. And this administration is very generously offering to pay them for eight months,” she said.

    “Six percent of the federal workforce in this city actually shows up to work. That’s unacceptable. We’re all here at work at the office. There are law enforcement officers and teachers and nurses across the country who showed up to the office today. People in this city need to do the same,” Leavitt also said. “It’s an overwhelmingly popular policy with people outside of Washington D.C. The president campaigned on this and his administration is keeping a promise.”

    Trump administration offers buyouts to remote employees who don’t return to the office

    The Trump administration is offering buyouts for all federal remote employees as part of President Donald Trump’s efforts to get employees back into the office, but they only have until Feb. 6 to opt-in.

    During Trump’s first week in office, he issued several directives to the federal workforce, including a requirement that remote employees must return to in-person work.

    “After four years of incompetence and failure, President Donald Trump is committed to making our government efficient and productive again,” White House press secretary Karoline Leavitt said in a statement on Tuesday. “American taxpayers pay for the salaries of federal government employees and therefore deserve employees working on their behalf who actually show up to work in our wonderful federal buildings, also paid for by taxpayers.

    “If they don’t want to work in the office and contribute to making America great again, then they are free to choose a different line of work, and the Trump Administration will provide a very generous payout of eight months,” she added.

    On Tuesday, a government-wide email was sent out to ensure all federal workers were on board with the Trump administration’s plan.

    The email pointed to four pillars that Trump set forth, to bring accountability back to the federal government, including a return to in-person work, restored accountability for employees who have policy-making authority, restored accountability for senior executives, and a reformed federal hiring process based on merit.

    “The government-wide email being sent today is to make sure that all federal workers are on board with the new administration’s plan to have federal employees in office and adhering to higher standards,” a senior administration official said. “We’re five years past COVID and just 6 percent of federal employees work full-time in office. That is unacceptable.”

    The email noted that the majority of federal employees who have worked remotely since COVID will be required to return to their physical offices five days a week.

    “Going forward, we also expect our physical offices to undergo meaningful consolidation and divestitures, potentially resulting in physical office relocations for a number of federal workers,” the email read.

    For those who returned to office, the Trump administration thanked them for their “renewed focus” on serving the American people. But the future of their position could not be guaranteed, according to the email.

    For those who do not want to continue in their role with the federal workforce, the Trump administration thanked them for their services, informing them they will be provided with a “dignified, fair departure from the federal government utilizing a deferred resignation program.”

    The program begins on Jan. 28 and will be available until Feb. 6, and should a federal employee choose to resign under the program, they will retain all pay and benefits, regardless of workload, and will be exempt from their in-person work requirements until Sep. 30, 2025.

    The buyouts do not apply to military personnel of the armed forces, the U.S. Postal Services, positions related to immigration enforcement and national security, and any other positions specifically excluded by the agency the federal workers are employed by.

    “To be clear, as it was with President Trump’s executive order on Day One, implementation of return-to-work policies will be done by each individual agency in accordance with applicable law,” the senior administration official said. “We expect 5 to 10 percent of federal employees to quit, and it could lead to $100 billion annually in savings for federal taxpayers.”
